Ranchi: Among the many skeletons coming out from the Jharkhand police
cupboard, this is the latest one.

One of the so-called police informers belonging to Giridih district,
in a written complaint to the state Chief Secretary, has alleged that
the then DGP VD Ram had made him to sign a document to the effect that
Rs 21 lakh was paid in the name of Amitabh Bachhan as informer.

Expenditure pertaining to payment to informers and other secret
services are made from the Secret Service Fund.

Misuse of the Secret Service (SS) fund in Jharkhand has got a new
twist with revelations of such facts in an inquiry report of the Chief
Secretary.

In his inquiry report, Chief Secretary Ashok Kumar Singh said that
former Director General of Police (DGP) VD Ram— currently serving as
DGP(Home Guard)—claimed to have distributed Rs 2.44 crore in the name
of 'Mission Divide' at Morhabadi ground among the informers in night
hours in 2006.

The report was recently submitted to the Jharkhand High Court, which
is presently hearing the case. One Durga Oraon had filed a case in the
seeking a Central Bureau of Investigation (CBI) probe into the SS fund
scam.

While recommending a high-level inquiry by an independent agency,
preferably by the Central Bureau of Investigation (CBI), Singh said
that Ram had violated all laid down norms to withdraw Rs 5.60 crore
from the treasury at the fag end of the year 2005-06 and claimed to
have distributed the entire sum in a fortnight.

Interestingly, Ram did not show any document or record to buttress his
arguments, the Chief Secretary, in his report, claimed.

Withdrawal of the SS fund amount from Project building secretariat
treasury was made by Ram in violation of the standing guidelines, the
report said.

The report said that the DGP was not authorised to draw the amount. As
per the Special Branch manual, the amount should be drawn by the
Additional DGP, Special Branch, as he was notified the drawing and
disbursing officer for the purpose.

"Moreover, the Doranda branch of the treasury was actually notified to
make the payments for the SS fund. I wonder why the money was taken
from Project building secretariat-based treasury," Singh said in his
report.

Claims of Ram of having distributed SS fund among his informers and
the superintendents of police (SPs) of various districts also came
under cloud, as the Chief Secretary claimed that none of the officers
could furnish any record to show if they had received the fund from
the headquarters. A majority of officers failed to recall if they got
the money, while a few denied it.

The Chief Secretary also wondered at the manner in which the budgetary
allocation for the SS fund was increased. In the year 2005-06 when Ram
was the DGP, the government had increased the allocation to Rs 8.30
crore from 7.80 crore.

In fact, the then Jharkhand DGP Vishnu Dayal Ram had failed to submit
the utilisation certificate to the Accountant General (AG), Jharkhand,
over withdrawal of Rs 5.6 crore which he drew in cash from the
treasury on March 16, 2006 to disburse it to the informers who had
given or were likely to give useful information of a secret nature.

The AG in a letter on June 17 last year to the state's then Chief
Secretary, AK Basu had written over non-observance of the financial
rules by the DGP Ram in dealing with the Secret Service (SS) Fund and
requested to take immediate action as he (AG) suspected fraud and
misappropriation of the amount withdrawn by the DGP because the money
was withdrawn at the fag end of the financial year when the
expenditure of the same was not possible to subserve the purpose for
which the said SS Fund was meant for.

The former Chief Secretary, AK Basu and the then Advisor to the
Governor, TP Sinha while agreeing with the observation of the AG had
asked the DGP Ram and the Additional DGP(Special Branch) Rajiv Kumar,
who had also withdrawn Rs 2.50 crore against SS Fund on March 7 in
2006 to explain the unusually heavy withdrawal of the SS Fund, just a
couple of days before the closure of the financial year and non
observance of the Financial Rules in this matter.

A public interest litigation (PIL) was filed on August 24 last year
before the Jharkhand High Court by a local citizen, Ram Subhag Singh
for issuance appropriate direction asking the government to explain
its failure to conduct appropriate enquiry and bring the same to its
logical conclusion into the dealing of the Secret Service Fund.

The PIL alleged that no certificate regarding expenditure as required
under the provisions of Special Branch Manual and Bihar Financial
Rules was submitted to Accountant General, Jharkhand.

New Delhi: Environment Minister Jairam Ramesh Thursday said use of bio-
fuels in automobiles is not a sustainable option for India given the
food security concerns in the country.

"We should take a cautious approach towards it (bio-fuel) as its
production would require land and crops. It will be difficult as there
are other needs like food security in the country," Ramesh said on the
sidelines of an automobiles conference, reports IANS.

Produced from crops, plants and trees, biofuels are cleaner than
fossil fuels.

Ramesh said there are differences between India and other countries
which produce bio-fuels like Brazil. The population here is enormous
and there is a scarcity of land, he said.

"We are a country of a billion people adding ten million every year,
and we have serious food security issues. Diverting land or crops for
bio-fuels cannot be a sustainable option," he said.

In 2007, the government had mandated addition of 5 per cent of bio-
fuel (ethanol) in Diesel.

Ramesh also said other options like compressed natural gas (CNG) are
more viable. He said the policies in the automobile sector need to
change to promote greater use of CNG.

He added that the Diesel prices should be deregulated like petrol so
as to discourage its usage and encourage the usage of non-pollutant
fuels like CNG.

New law on anvil for welfare of disabled

The government has constituted a committee of experts to draft a new legislation for the welfare of disabled

 
New Delhi: The government will bring a new legislation to harmonise the provisions of the Persons with Disability Act with the spirit and principles of the UN Convention, Social Justice and Empowerment Minister Mukul Wasnik said.

Replying to a Calling Attention Motion in the Rajya Sabha on 'Discrimination being faced by disabled citizens and the urgent need to put in place an appropriate administrative and legal framework to address their requirements', Wasnik said his Ministry has constituted a committee of experts in April to draft a new legislation.

He said the committee is expected to give its report by December. He said that the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) came into force in 2008 and India was among the first countries to ratify it, reports IANS.

Responding to concerns of members about lack of proper data on the number of persons with disability, the Minister said the issue has been taken up with the Registrar General of India. He hoped the 2011 census would reflect the real picture of people affected by disability.

He said according to the 2001 census, there were 2.19 crore people with disability in the country.

The Minister said the government had simplified the process for getting a disability certificate, but 65 per cent of the people were yet to get it.

Wasnik said the government has launched a special drive to fill up vacancies for those with disability.

He agreed the incentives to the private sector to give employment to persons with disability had not yielded the desired results.

He said that 10 people with disability have joined the Indian Administrative Service in the past few years.

The budget for the disability sector for 2010-2011 had seen a 73 per cent increase over the outlay for 2009-10, he said.

The National Handicapped Finance and Development Corporation has been set up to promote economic development activities and self-employment ventures for people with disability.

Look at the "mtb Dad" post I was responding to. Look at all
the anti-LANCE crusaders. There are plenty of people
who think that bringing down LANCE is going to be
a major milestone in the War on Doping, and presumably
that after that, victory will be around the corner. Hey,
we started a War on Drugs, and now there aren't any

The point of a scapegoat isn't whether the goat is
innocent or not. It probably isn't - it doesn't take much

he would have to get nailed by some corroboration of
a Floyd story and on a charge that had nothing to do
with the whole USPS-fraud angle. In any case, if they
do get nailed, I don't think it will lead to increased
penalties for management of riders who dope. At most
it might lead to managers being more sophisticated with
their accounting to avoid getting caught, and sponsors
demanding that managers have a higher level of clean
hands (that is, a higher level of plausible deniability).

Excellent points. Perhaps, this time, he'll get it. However, it is like
explaining climate science to a labrador retriever. It sits there and
looks at you like it's totally getting it, but what it's really doing is
waiting for you to say "walk" or "treat" or drop a potato chip on the
floor. Except in this case you don't get the satisfaction of ever once
feeling like it is sitting there and "listening" to you, even if you
could see what it was doing when it was reading your post.

I don't understand why he's being referred to as a scapegoat. If he
commited crimes and is being held accountable then it doesn't sound

You're creating an either / or contingency to support your argument
with the Lance Witchhunters on one side and the Informed Realists on
the other. This is not how it works, son.

There is a federal investigation currently under way that is
(ostensibly) objectively looking into whether any laws were broken. If
you think the investigation team is made up of a bunch of mtbDads then
you might be a bit disappointed. They probably more resemble robots
than humans.

And your point on immorality vs competitiveness is a largely correct
analysis, although there is always overlap in the real world, so be a
bit more mindful of that fact when you paint with your monochromatic
brushes.

Most freshman English composition courses are taught by graduate students
who take their job very seriously. Professors will never spend time
correcting freshman composition papers, which is the essence of a
composition class.

backwards or something. Jr. racer, big-time little-league dad who
didn't know how to put a wheel in. One face the lawyer lips might have

course) where the QR was a mystery to the operator thereof.

Back in the late 1990s I was riding with a guy out of Fairhope, AL.
Unknown to me his front quick release wasn't working so he just
tightened it by screwing it down. While riding next to him, his front
wheel came out, the fork went straight down into the pavement and acted
like the fulcrum of a catapult. Amazing crash. He survived. Helmet was
in many pieces and they thought he had a bleed on his brain. Turned out
he didn't.

Wow. Here I am wondering how someone could mis-use a QR, and the
answer is pretty simple-- "just don't use it at all".
I mean, I've seen them break from over-tightening, but there's a "pow"
sort of like a spoke breaking only (no surprise), like a really heavy-
gauge spoke. There apparently is enough of a delay between tightening
and breaking in at least some cases that the bike could be rolling
with rider on board for the moment. I didn't hear such a noise when
the kid's wheel flew out. Possible I was standing close but not close
enough to hear the pow. And like I said, I've seen some kind of
flipper that had limited action when flipped backwards, and I might
have even seen a wheel or two "done up" that way back in the murky
past; I'm not sure any known QR would have any degree of "hold" when
run backwards, like to the point where it wouldn't just flop open.

Dang, never would have occurred to me to just try to use the screw
end. But I bet that has happened a lot, and the lawyer lips have saved
faces and brains (usually where you land I think when the front wheel
disappears beneath you).

Well, I tried John Wayne and Abraham Lincoln and Dwight David
Eisenhower and some other guys, too, but it turned out they all had
feet of clay, so to speak.

I know Howard's testimony came before the advent of disc brakes and
the problems disc users have had with loosening QR's, but I guess I
could ask: are there in fact instances of skewers coming loose?

I'd have to see the testimony, and maybe even know the thought
process-- was Howard referring to improperly manipulated skewers? Any
citation or reference to that, including maybe an interview not
totally loaded with softballs?

Why the "death" in your subject line? I looked up Hovelijnck; he
fractured his skull in training March '09and was back racing again
this season, after being in a coma for some time immed. following his
accident.

No mention of HELLLLMET in anything I read; IOW, if he hadn't been, I
would expect at least one source would have mentioned that as a sop to
phony hand-wringers like you.

One "possibility" is for you to take your nasty lying troll shit out
of here and stay away if that's the kind of nasty stinking crap you're
going to drag in here.

Where is the center of the bottom bracket in relation to a straight
line drawn between the center of the hubs? Does this relationship
affect handling?
