Ranchi: All the girls studying in the government schools up to Class
eight will be getting bicycles free of cost.

The state government has decided to unveil the project soon with a
view to curbing dropout rates among girls.

Notably, the scheme for free distribution of bicycles among girl
students was launched by the state government some five years ago.
However, it was earlier confined to the ST/SC candidates.

The decision to include the rest of the categories was taken following
the review meeting of the Human Resources Development (HRD) department
chaired by chief minister Arjun Munda and attended among others by HRD
minister Baidyanath Ram and chief secretary AK Singh.

It should also be noted that the scheme was earlier under the
department of welfare. Henceforth, the same would be monitored and
carried on by the HRD department. The meeting also decided to upgrade
all the middle schools to high schools.

The Chief Minister asked the department officials and minister
concerned to ensure opening of one plus two school in each block of
the state. Munda also emphasized on immediate implementation of Right
to Education Act.

The review meeting also stressed on student retention in primary and
secondary schools, checking dropout rates, introduction of result
oriented schemes and formation of proper monitoring committees at
village level.

Munda was very specific about disbursement of monthly payment to
teaching and non-teaching staff members by the first week of every
month. No laxity on this count, the chief minister warned, would be
tolerated.

New Delhi: "While India has tremendous potential to sustain a high-
growth and inclusive economy, it needs to get from words to action by
keeping up with crucial reforms and addressing the country's poor
infrastructure," Sushant Palakurthi Rao, Director and Head of Asia at
the World Economic Forum, said here on Thursday.

The theme of this year's summit is "Implementing India". "The theme
reflects our objective to highlight the concrete actions which must be
executed across India's rural and urban areas to sustain progress over
the long term," Rao said, reports IANS.

Finance Minister Pranab Mukherjee, Home Minister P Chidambaram,
Commerce and Industry Minister Anand Sharma, Planning Commission
Deputy Chairman Montek Singh Ahluwalia and several other policy
makers, government officials and business leaders are expected to
address the summit.

"The summit will showcase remarkable resilience of the Indian economy
and implementation priorities ahead," CII Director-General Chandrajit
Banerjee said.

Criminalization of Homosexuality Leads to Abuses in Homes, Community
The Cameroonian police arrested Christian, accusing him of being gay: "On our way to the police station, the police officers insulted us and they beat us with batons on our heads and bodies. They kept saying they were going to burn us for being dirty pédés [faggots]." He was studying computer science, but after the arrest, the university forced him to drop out.
A new report by Human Rights Watch and Alternatives-Cameroun, a human rights organization, says Cameroonians who are perceived as gay are attacked by police, politicians, and the media. Families and friends reject them, even reporting them to the authorities. Same-sex conduct can lead to prison.
Steave Nemande, Alternatives-Cameroun president, received The Alison Des Forges Award for Extraordinary Activism for speaking out against laws criminalizing homosexuality.
In Cameroon, guards hit prisoners arrested for homosexuality and threaten them with rape. Other inmates beat them and even urinate and defecate on their mattresses.
Women suspected of having sex with women become targets for rape.
Newspapers have published the names of those purported to be gay, and allege that homosexuals are power-hungry, corrupt, and intent on controlling the country.
Cameroon's criminalization of homosexuality drives inequality within the justice system and violence within families and communities. The government should ensure that all Cameroonians live free of discrimination.

Iran Ups Pressure on Female Activists
Women Jailed for Demonstrating, Protesting Detention of Their Children
Since 2005, Iran's government has cracked down on activists – particularly those who press for women's rights and speak out against discriminatory laws. Repression only worsened in the wake of the contested 2009 presidential elections.
But courageous Iranian women continue to stand up to the government, including the women's rights activist Sussan Tahmasebi, who received the Alison Des Forges Award for Extraordinary Activism.
Tahmasebi helped start the Million Signatures Campaign, one of the most influential and effective human rights campaigns in Iran. Its premise is simple: Members ask ordinary Iranians to sign a petition asking the government to allow equal rights in marriage, divorce, inheritance, and other areas.
Tahmasebi dedicated her award to the imprisoned human rights lawyer Nasrin Sotoudeh, and other women activists sentenced to prison. Some have been jailed for taking part in peaceful demonstrations, while others spoke out against the detention of their children. Several members of the Million Signatures Campaign are also behind bars.
Sotoudeh recently ended a hunger strike, which she staged to protest being held in solitary confinement.
Imprisoned Iranian women include human rights activists, lawyers, journalists, and students. What they have in common is their pursuit of justice, despite the risk to themselves, their families, and their reputations.

Dharamsala, November 10
Expectant Anu Bala of Baba Baroh area near Kangra is under shock after
she was allegedly tested HIV positive by a private lab near the Tanda
medical college. She has lost her new-born child.

The husband of Anu Bala, Satish Kumar said: "They had gone to the
medical college on November 4. We forgot all test reports at home. So
doctors suggested us to get medical tests conducted from a private
clinical test lab near the hospital. A person from the lab came to the
hospital and took blood samples of my wife", he said.

He further said: "In the report, my wife was declared HIV positive.
After reading the report, my wife was kept in a separate room and was
operated early to rescue the child but the infant died."

He said: "I asked the hospital authorities to conduct the test on me
and my wife once again. In the test report of the hospital, I and my
wife were declared HIV negative. But the damage had already been
done", he added. He would lodge an FIR against the erring hospital
staff and the private lab, Satish Kumar said.

Sources said doctors in the hospital acted on the wrong report of the
laboratory and allegedly operated the woman at the earliest to rescue
the kid. The medical superintendent of Tanda medical college Dr Satya
Bandhu Sood said he could not comment as he was on leave.

The acting principal of the college Dr Anil Chauhan said,"We have
started an inquiry into the incident. We have to rely on our own
medical reports and not on reports of private laboratories. Action
would be taken against the people found guilty in the case".

You might be right, but don't the other AFC East teams play almost the
exact same schedule? The only real differences are the ones specific to
the Jets (Ryan's old team, Favre's new team, Mangini's new team).

And if you think about it, it's not like Pittsburgh's schedule is all
that much easier, with their own tough division, tough AFC East games,
and Atlanta and New Orleans from the NFC South.

Right, wanting it more is what wins games. The team that want's it
more makes the extra effort to make the play. I never said effort
didn't matter, what I am saying is this revenge thing you are thinking
that is going to give the Bengals an edge is BS. Also, emotion is not
a good thing in any situation. More times than not the guy that can
control his emotions is the guy that performs better.

There isn't any team there the Jets can't beat. The difficulty
is playing at a really high level when you have a string of
the best teams to play. So what if the Jets drop a couple
(Houston, could be a trap game if the Jets beat Cleveland
easily, or an easy win if they don't beat Cleveland) they'll
still be 12-4.

Glenn, I luv ya, but watching the game, really isn't the same as playing it.
Any slight bit of extra motivation, or emotion, can make the difference between you being
the *hitter,* rather than the *hittee.*
It's like the *playing shape* argument... if you haven't played, you'll never really know
how real that concept is.

i remember that bb had to bail mangini out when he was the dc with the
pata. at that time, mangini was incompetent. he was also incompetent
when he was with the jets with a lot of capitol decisions. after
jenkins broke down, mangini still stuck with the same defense. that
was incompetent. IMHO, it cost him his job because he could not adapt
or improvise. we all have our favorite dish to cook, but if you dont
have the ingrediants you gotta make something else. may be he has the
ability to learn and has done so.

I love it when one of my neighbors tells me how terrible Obamacare is...and
then tell me how we need things like eliminating pre-existing conditions and
a way for people to buy affordable insurance. The Fox News Party did such a

Sometimes it's difficult for people to see themselves in the mirror, or be pegged, as
Hedges pegs them. And I suspect most, if not all of them, aren't making the $250k... so
they'll be paying for the *tax cuts* they're so much in favor of giving, to their
puppetmasters ;)
What I really like about the piece, is that he's tougher on the Libs, than any Con could
imagine to be, because it's all true. Whereas, what the Cons always say about Libs is
imaginary projections. He's actually more sympathetic to the Cons, and how they're so
willing to be conned.
Divide and conquer... have the electorate fight amongst themselves, while everything is
the Country is being taken away from them.
Too bad the Cons will never realize that the Libs were on their side... fighting for them
too ;)
The saddest thing, on this whole tax cut thing... if they'd just let all the cuts expire,
that in itself would put the Country on a firm ground. And we all remember how bad the
economy & the Middle-Class did, back in the 90s ;)

On top of that, I would bet that the majority of ANY of his interceptions
came from his sometimes lack of arm stregnth.....I used to say he was not
the guy who would take the Jets to a SB...I still believe that, but not
because I don't really like him. He was and is a victim of a body that did
not cooperate with what the NFL demands of a QB. I can only imagine how he
may be now if he was never injured. I also know that Henning has a
tremendous amount of respect for him and that means a lot.

That's today. People forget how very good he was before he had any of
his injuries, and was playing on a team with some talent.

Chad's first season as a starter was one of the handful of the best of
any QB of the last 20 years.

His passing rating that year has been topped by Peyton only once and
Brady only once in their careers -- those are two great HoF QBs who've
played on hugely more talented teams with hugely better coaching for
22 seasons between them. And that was when he was a novice beginner.

If Chad had had a better HC than Herm, and better OC than Hacket, and
the front office had been able to maintain the talent level inherited
from Tuna instead of having it plunge to 4-12 quality, and hadn't had
the three shoulder surgeries....

During the preseason this year, Henning said that with Henne, he had to
watch everything the kid did. With Pennington, he said he could take a
nap. Unfortunately for Dolphin fans it appears Henning has been taking
a nap all year.
