World Bank Says East Asia Must Tighten Policy. "Inflation remains a major challenge and tighter monetary policies are needed across East Asia, the World Bank said on Monday, as it downplayed risks to regional growth from the devastating earthquake in Japan. In a semi-annual East Asia and Pacific Economic Update, the World Bank nudged up its 2011 growth forecasts, but said the big picture was that the fight against inflation would weigh on economies from China to Malaysia…." RTT News adds that "…the World Bank projects 8.2 percent growth for 2011, up from the previous estimate of 7.8 percent. For 2012, growth is seen at 7.9 percent. The Chinese economy is expected to grow 9 percent this year and 8.5 percent in 2012…." [RTT News]
The Himalayan Times writes that "…after shrinking sharply in 2008, net capital inflows into developing East Asia surged to a record in 2010. Inflows were highly concentrated in China, Indonesia, Malaysia and Thailand, according to the World Bank. Outward investment by East Asian residents has also strengthened substantially. China, Malaysia, and Thailand have become significant sources of FDI in foreign markets. China ranked fifth among the world's top FDI investors in 2008, with FDI outflows of $44 billion in 2009 and $20 billion in the first half of 2010. Malaysia and Thailand each invested $4 billion a year abroad. As a result of sustained outward flows, net capital inflows into emerging East Asia were less than half of gross inflows at about two per cent of regional GDP in 2009…." [The Himalayan Times (Nepal)]
Disaster Could Cost Japan $235 Billion: World Bank. "Japan's massive earthquake and tsunami could cost its economy up to $235 billion, or 4.0 percent of output, and reconstruction could take five years, the World Bank warned Monday. 'If history is any guide, real GDP growth will be negatively affected through mid-2011,' the Bank said in its latest East Asia and Pacific Economic Update report. But growth should pick up in subsequent quarters 'as reconstruction efforts, which could last five years, accelerate', it added…." [Agence France Presse/Factiva]
Kyodo adds that "…private insurers are expected to bear a maximum $33 billion of the cost, the Bank said. It said the quake will have a negative impact on Japan's economic growth through the middle of this year but that growth will pick up in later quarters due to reconstruction efforts over the next five years. A temporary slowdown in Japan will only have a 'modest short-term impact' on Asia…." [Kyodo/Factiva]
The Wall Street Journal reports that "… 'We expect the economic impact of this disaster on the East Asian region to be fairly short-lived,' said Vikram Nehru, the World Bank's chief economist for the region, in a statement. 'We expect growth in Japan will pick up as reconstruction efforts accelerate.'
If growth in the Japanese gross domestic product were to slow by 0.25 to 0.50 percentage points, the report said, exports from developing East Asian nations such as Indonesia and The Philippines would slow by up to 1.5 percent, the World Bank said…." [The Wall Street Journal]
Haiti Vote Marred By Claims Of Chaos. "Haitians voted for a new president on Sunday amid similar claims of electoral chaos to those that marred the first round of voting last year and provoked days of violent protests and allegations of fraud. There were numerous reports of polling centers opening hours late, a lack of voting materials, Haitians unable to find their names on voting lists and other irregularities…." [Financial Times]
AFP adds that "…Provisional Electoral Council (CEP) President Gaillot Dorsinvil meanwhile downplayed reports of irregularities at polling stations, insisting they would have 'no impact on the electoral process as a whole.' UN monitors said turnout looked likely to exceed pitiful numbers in the first round when only 23 percent of 4.7 million eligible Haitians cast ballots. 'I've seen a lot of differences compared to November 28. Participation is greater,' said Edmond Mulet, head of the UN peacekeeping mission MINUSTAH…." [Agence France Presse/Factiva]
Meanwhile, Reuters writes that "…former President Jean-Bertrand Aristide's homecoming from exile on Friday, however, commanded world attention. The two candidates on the ballot, former first lady Mirlande Manigat, 70, and singer Michel Martelly, 50, have scrambled to adapt their campaign discourses to accommodate this unexpected returnee from Haiti's turbulent political past. Some aides say Aristide will stay out of politics but there still has been speculation he might throw his influence, and the votes of his Fanmi Lavalas followers, behind one or other of the candidates, who are seen as politically right of center…." Op-Ed: Putting a Price on Clean Water. In an opinion piece published in The Wall Street Journal, Nestle Chairman Peter Brabeck-Letmathe, Third World Center for Water Management President Asit Biswas, and Yew School of Public Policy Visiting Professor Lee Kuan write, "Anyone who has travelled in countries like Brazil, China, India, Mexico, South Africa and Zimbabwe knows that it is not advisable to drink water from the tap because the quality is uncertain. In most developing countries, it should be possible to provide clean drinking water to all urban centers of more than 200,000 people. We have the knowledge, funds, technology and experience to make this possible. That we do not is because of poor water management and governance practices, and the lack of political will.
For universal access to clean water, there is simply no other choice but to price water at a reasonable rate. The city of Phnom Penh, Cambodia has shown how good water management, including sensible water pricing, can assure clean drinkable water to all its citizens on a continuous basis. By improving its management, it can now provide clean water that can be drunk straight from the taps without any adverse health impacts. Through equitable water pricing, the water bills of poorest households in the slums have been reduced by 70 percent to 80 percent, and residents receive clean water 24 hours a day in their houses.
Phnom Penh has shown how the performance of a public utility can be transformed. A major reason for this remarkable transformation is due to good management and an efficient and fair pricing system. If Phnom Penh could do it, with its numerous constraints, there is absolutely no reason why other cities in the developing world cannot follow its salutary example." [The Wall Street Journal]

The main challenger in Benin's presidential vote, Adrien Houngbedji, claimed Saturday he won last weekend's elections despite results showing Boni Yayi as winner, alleging fraud. West African bloc ECOWAS expressed deep concern, calling on candidates to abide by the results and settle disputes through legal channels. [Agence France Presse/Factiva]
Ethiopia will lease more than 2,500 sq km (1,000 sq miles) of virgin, fertile land to Bangalore-based food company Karuturi Global for GBP150 per week. Karuturi Global says it had not even seen the land when it was offered by the Ethiopian government with tax breaks thrown in. [The Guardian (UK)]
