Further, to avoid citizens getting filtered, second-hand and selective information, let the proceeding be live telecast. 

That would not only provide an opportunity to citizens to view for themselves the progress & the direction in which the matter is moving but also provide an excellent opportunity for participation in the entire decision making process.

Kindly put the audio recording of the first meeting done in public domain expeditiously.

Also, kindly ensure that the next meeting onwards the proceeding is live telecast in larger public interest.

Rather, let the entire world know of transparency being practised in the democratic country.

Lokpal Bill panel meet: Civil society members present draft

NEW DELHI: The joint drafting committee on Lokpal Bill on Saturday had its first meeting when civil society representatives presented a new draft of the legislation to the government with both sides expressing hope that the new law will be brought in Monsoon session of Parliament. 

The 90-minute meeting chaired by finance mnister Pranab Mukherjee and co-chaired by eminent lawyer Shanti Bhushan was audio-recorded and not videographed as demanded by the civil society activists. 

HRD minister Kapil Sibal, one of the five ministers nominated to the committee, said after the meeting that both the sides were keen that the new bill should be introduced in the monsoon session, which begins early July. 

The next meeting of the ten-member committee will be held on May two. 

Sibal said both sides presented their perspective on the proposed legislation. The latest draft presented by the civil society representatives had "significant" proposals, he added. 

The minister said the entire meeting was audio-recorded and whenever decisions are taken they would be made public. 

He said the committee would discuss the draft provided by the activists along with the draft cleared by the Standing Committee which would be circulated. 

The new draft presented by the civil society is believed to have amended an earlier provision relating to the selection committee to choose Lokpal and its members. 

Under the new proposal, Prime Minister and Leader of the Opposition have replaced Rajya Sabha Chairman and Lok Sabha Speaker as proposed in the old draft. 

Sibal said the next meeting will decide on the modality of public consultations on the legislation. 

Another minister, who attended the meeting, said the new draft presented by the civil society was "better" than the last one and it includes better provisions on safeguard mechanism. 

He said the government was ready to discuss anything but "time was short" to conduct public consultations. 

A member from the civil society in the panel said the government had not agreed to publicising the audio-tapes of though they have agreed to make public the minutes of the meeting. 

Government sources said audio recordings of all meetings is done and there was nothing new in it. However, they said audio-recordings will not be shared and only minutes of the meetings will be shared. 

Prashant Bhushan, one of the members in the panel from the civil society side, said all concerned organisations will be consulted as part of the public consultations through websites and regional consultations. 

The actual modalities will be decided in the next meeting, he said. 

He said India is a signatory of the UN Convention against Corruption which is in the process of being ratified. The convention requires an independent Lokpal for which an adequate Bill will be made through discussions. 

"The fundamental principles will be decided in the next meeting. After that there would be meetings every week, may be more than one day if required, to complete the work," Bhushan said. 

Anna Hazare, who led the campaign that forced the government to agree to the constitution of the joint committee and who is a member of the committee, said the meeting went off well. 

"It is because of you we achieved this success," he told the media.

Dear Sir,

At the outset, my hearty compliments to you for achieving the unbelievably extraordinary feat of bringing Govt of India to the discussion table for enactment of the robust Ombudsman statutory mechanism that should be essentially manipulation-proof. 

Creation of this situation by you reminds me of the armed struggle Shri Nelson Mandela & African National Congress had to resort to to bring South African Govt to the negotiation table albeit armed struggle was withdrawn once the negotiations commenced in a congenial manner.  

Therefore, what you have been able to achieve, with unprecedented mass support in the history of independent India, should find its rightful place in the contemporary history being achieved through peaceful means though it may be termed as bulldozing or emotional blackmailing.

Further, I quote the following from the media news of date after the first meeting was over today.

The 90-minute meeting chaired by finance mnister Pranab Mukherjee and co-chaired by eminent lawyer Shanti Bhushan was audio-recorded and not videographed as demanded by the civil society activists. 

The minister said the entire meeting was audio-recorded and whenever decisions are taken they would be made public. 

He said the government was ready to discuss anything but "time was short" to conduct public consultations. 

All these reflect strong non-transparent & undemocratic working of the public administration, known for working with utmost secrecy, aimed at shirking responsibility and hence not in larger public interest. At what face value, the people at large take the statements made by the Ministers needs no elaboration.

In view of the above, I strongly demand transparent working and, as a concerned citizen of India, also aiming clean & ethical India, I hereby make a humble public appeal to boycott the next meeting onwards if the public demand of live telecast of the meetings / public consultation in the most crucial matter affecting their lives seriously is not acceded to. 

If the Lok Pal Bill has not materialised for more than four decades, Heaven will not fall if the enactment Gazette Notification is issued on 2nd October - Mahatma Gandhi Jayanti day in place of Independence Day but the entire proceedings must be in transparent & in public domain with live telecast of committee discussions.

Dear Madam / Sir

 

On 7-9 October 1991 at first International Workshop on National Institutions for the Promotion and Protection of Human Rights held in Paris when the United Nations Human Rights Commission as Resolution 1992/54 of 1992 and Resolution 48/134 of 1993 adopted the Paris Principle. It was a historic moment and a new definition of civilization was reintroduced in the human conscience. Following the path of Paris Principle, The Protection of Human Rights Act was drafted at 1993 by which Nation Human Rights Commission, West Bengal Human Rights Commission and as well as various other Human Rights Institutions were established in India where the duties and functions of the commissions are enumerated.

 

To monitor the performances of the HRIs of the countries, a new mechanism was developed at the UN. (ICC). In South Asia, ANNI (Asian NGOs Network on National Human Rights Institutions) was formed. To follow this process, AiNNI (All India Network of NGOs & Individuals working with National and State Human Rights Institutions) was also formed, wherein MASUM is an active member.

 

This is the demand of the hour that the West Bengal Human Rights Commission, West Bengal Women Commission, West Bengal Minority Commission and other Human Rights Institutions of this state work more actively and significantly in the field of protection of human rights. But it seems that they often failed to show such responsibilities.

 

We believe the Fourth Estate, the Press and Media, has strong role in forming public opinion in a positive way and they are morally bound to advocate and highlight the social causes.

 

You are therefore invited to a press meet on 18th April, 2011 Monday at Kolkata Press Club at 3 - 4 pm for the release of the background paper and more information, data and evidence of non-fulfilling the duties of the West Bengal Human Rights Commission and other Human Rights Institutions in India and in particular, in West Bengal.

 

Honourable Justice Malay Sengupta, ex Judge of Kolkata High Court, Ex Acting Chief Justice of Sikkim High Court and present Chairman of OBC Commission of West Bengal will preside over the session. Veteran writer and social activist, Ms. Mahasweta Devi will be present there as Chief Guest. Many other academics, social activists, organisations will share their experiences.

 

We will be obliged if you send one reporter and one photographer to cover this session.

you are a player, no ???

Some might say "No"...but yes...guitar, and leads....it's our band, we have
a Sunday night gig...I didn't realize I had the group open. I really enjoy
doing it, an old guy with some moderately old guys and a really young girl.
We have a fairly regular Sunday night gig and do other stuff too...the best
part is all the people you get to meet and the other musicians you get to
hang with. Burf came to one of our big events...an all day festival thing.

ahhh.... well rounded man... football, the counseling stuff and music
too... i also play... well... used to... have not been on a stage in
years, but during my time in college and for a few years after, I did
quite a bit of it... I took up all of my free electives in college
with music courses including music theory 1 and theory 2. They were
as challenging as calc, but yet, those were only two credit classes.
I never referred to myself as an artist or a musician. Just as a
bassist.

Hey Papa I play guitar also and have an extensive collection of them
from when I first started (12) till my most recent purchase. What
brand do you tend to favor? I am primarily a Gibson man myself. Mostly
SG's but I have a couple of Les Paul's and Flying V's. We play clubs
every once in a while and at get togethers with friends and family on
