Respected Madam,
We have conducted fact finding on the incident where the victim girl was immorally trafficked as alleged by their family members. The victim is minor by age at the time of the incident. The incident took place within the jurisdiction of Baduria Police Station, District-North 24 Parganas, West Bengal. The family members of the victims approached to the said police station with specific allegations of forcible abduction and immoral trafficking. The police allegedly refused to take any complaint from the victim's family. The incident show that the life of the victim is at peril due to indifference and inaction of the police authorities. This is yet another case of harassment, dereliction of duty and torture by the perpetrator police officials and also another example which shows that the police official has no intention to deal with the cases of kidnapping and immoral trafficking diligently and effectively. Our attached fact finding report gives details of the incident.
Hence, we seek your urgent intervention in this matter in the following manner:-
- Concerned police authorities of Baduria Police Station are to be directed to take action immediately to rescue the victim girl.
- An impartial and independent investigation is to be initiated against the perpetrator police officials and stern judicial action is to be taken against them.
- We demand that a First Information Report(FIR) must be directed to be registered forthwith and the police must be directed to recover the victim girl immediately
- We also demand that appropriate charge(s) must be incorporated in the FIR under The Immoral Trafficking (Prevention) Act (ITPA) and the police must be directed to probe accordingly.
- Appropriate rehabilitation and compensation is to be provided to the victim.

Particulars of the victim: - Sabina Khatun (name changed), aged about-16 years, residing at village- Piara, Police Station- Baduria, District-North 24 Parganas, West Bengal, India.
Particulars of the perpetrators: - (1) The Officer-in-charge of Baduria Police station, District-North 24 Parganas and (2) The Superintendent of Police, North 24 Parganas.
Case Details:-
It is revealed during the fact finding that the victim girl is aged about 16 years (Date of birth-25th May 1995). On the date of the incident i.e. on 21.6.2011 at about 7.30 pm the victim girl was abducted allegedly by one Md. Asraful Molla, son of Mr. Anarul Molla of village-Piara, Police Station-Baduria, District-North 24 Parganas. The family members of the victim girl alleged that the said Ms. Asraful Molla abducted her by inducing her with false promise to marry her. The victim's family came to know that she was taken away in a 'Maruti' car by the said Md. Asraful Molla. The victim's family started to search for her but could not find her. They even went to the house of the said Md. Asraful Molla, but his family did not help them to get back the victim girl. The family members of the victim girl went to Baduria Police Station with a written complaint against the said Md. Asraful Molla but the police refused to register any First Information Report against the accused person. The police only issued a General Diary number i.e. G.D.E. no. 1045 dated 22.6.2011.
The police did nothing to rescue the victim girl and also did not enquire into the matter. Being denied of any help by the local police, the family of the victim girl lodged written complaint on 22.6.2011 before the Superintendent of Police, North 24 Parganas informing him about the incident of trafficking of the victim girl and also the role of the police of Baduria Police Station in not taking any action against the accused person. Thereafter several days passed since lodging of the complaint, but there has been no action by the Superintendent of Police, North 24 Parganas till date.
