KARACHI: Pakistan is among the 11 countries in the Asia-Pacific which
houses a majority of the people infected with HIV, according to a new
report from the Joint United Nations Programme on HIV/AIDS (UNAIDS).

Neighbouring India and China are also on the list, which includes
Cambodia, Indonesia, Malaysia, Myanmar, Nepal, Papua New Guinea,
Thailand and Vietnam.

Launched at the 2011 International Congress on AIDS in Asia and the
Pacific (ICAAP), the report, titled HIV in Asia and the Pacific:
"Getting to Zero", found that more people than ever before have access
to HIV services across the region. But most countries in the region
are a long way from achieving universal access goals for HIV
prevention, treatment, care and support.

According to UNAIDS, HIV prevalence in Pakistan nearly doubled from
11% in 2005 to 21% in 2008. The greatest source of a spread in the
virus was use of drug injections and the UNAIDS says that an estimated
one in five people who inject drugs in Pakistan are HIV-positive.

Across the region, the report states, stigma and discrimination
against people living with HIV and populations at higher risk of
infection remain rife. About 90% of the countries in the region retain
punitive laws and policies that effectively prevent people living with
HIV from accessing life-saving HIV services.

Data suggest that a significant proportion of new HIV infections
within key populations are among young people under the age of 25. In
most settings, HIV prevention programmes are failing to sufficiently
reach young people most at risk.

More AIDS resources urgently needed
The AIDS response in Asia and the Pacific is underfunded, the report
found. Pakistan, it states, is among the five countries that funds the
bulk of its HIV response from domestic sources but many countries in
Asia depend heavily on foreign funding, particularly for the provision
of antiretroviral therapy.

Increased investment of domestic resources, especially in middle-
income countries, is critical for the ongoing regional response to
HIV, says UNAIDS.

"Getting to zero new HIV infections in Asia and the Pacific will
demand national responses based on science and the best available
evidence," said UNAIDS Executive Director Michel Sidibé. "HIV
programmes must be sufficiently resourced and solidly focused on key
populations. Investments made today will pay off manifold in the
future."

Miami Heat syndrome ....

The Jets have a good defense and an offense limited by its QB, who
suffers poor accuracy and throws a lot of picks. He could be a bench
warmer if he doesn't improve this year.

Will the Jets even make the playoffs this year? Why is it so
guaranteed for them to make the playoffs? Last year they barely made
it. They were several games behind the division leaders. Where is
the consistency? They barely made it the year before too, owing the
Colts for the honor.

The Eagles have a major problem with Vick being a bit brittle, and
being a runner. Did you see him wear down last year? He hit the wall
in November and was pedestrian after that. I think that's one big
problem with the Eagles. The other thing they have to prove is the
team chemistry thing. They have a decent shot at that because of
Reid. I think he's a fine coach. I think Rex is too. I just don't
think either of them gets to wear the ring this year.

No the prices would not drop. If anything they would probably rise
as OPEC would shut down their spigot cuting their supply by an
equal amount if not more.

PRESS RELEASE
Date- 26th August, 2011

Rajiv Gandhi National University of Law organized ENSAYO 2011- South Asian Essay Writing Competition on International Humanitarian Law, in collaboration with the International Committee for Red Cross (ICRC). ENSAYO was started 3 years ago and this year it was open for the countries of South Asia where the students had to write on the Legal and Social Aspects of Health Care during Armed Conflict.  Prize Distribution for the same was organized on August 26 2011 in the premises of RGNUL and the ceremony was graced by Hon'ble Mr. Justice S.K. Jain (Retd.) of Punjab and Haryana High Court, Brig. General Mr. William Bowie, Armed Forces Delegate, International Committee of the Red Cross, Regional Delegation, New Delhi and Dr. Sanoj Rajan, Academic Progranne Responsible, International Committee of the Red Cros, Regional Delegation, New Delhi.
Prof. (Dr.) Paramjit S. Jaswal, Hon'ble Vice Chancellor of RGNUL, Punjab, Patiala welcomed the distinguished guests and stated how ENSAYO has grown across three years. He also congratulated the Organizing Committee on successful organization of the competition. He thanked the guests for accepting the invitation to attend the conference. He also further congratulated the participants, winners and organizers for making ENSAYO a success. He stated that the essays submitted for the event was evaluated by a very High level International Jury to ensure the best evaluation. He stated about the need to know about the right to life and security which is violated at various levels. The security of civilian population in armed conflicts is a matter of international concern. To conclude he stated that the best way to stop violation would be to educate people about the topic.
Brig. General Mr. William Bowie, Armed Forces Delegate, ICRC, New Delhi, enumerated the Mission of ICRC which is to protect and assist civilian and military victims of armed conflict on a strictly neutral basis. He stated that in 2008, they started a project on ICRC how violence and armed conflict affected medical facilities. He stated that ICRC would continue to support ENSAYO and all future ventures of RGNUL.
Mr. Sanoj Rajan from ICRC congratulated the family of RGNUL on the successful organisation of the competition and stated why ICRC is interested in International Humanitarian Law. He justified that ICRC was there at the beginning of modern International Humanitarian Law and that the work of ICRC would be half done if the international humanitarian laws are known.
Ishupal Kang , a 5th Year student of RGNUL, Patiala on behalf of RGNUL stated the achievements of Centre for Advanced Studies in Humanitarian Law (CASH) of the University. He said that three moot court competitions have been organised by the centre. Further, training of trainers in International Humanitarian Law was also conducted by the Centre.  He further stressed that in its 3rd year ENSAYO has become an international competition and more than 100 entries were received.
The main attraction of the function was the prize distribution ceremony. Sahana Pal from Gujarat National Law University, Gandhinagar, the winner of ENSAYO was awarded the Henry Dunant Award of Rs. 25,000/- while the 2nd and the 3rd Position winners, i.e.  Nandita Batra from UILS, Panjab University and Piyush Khanna from RGNUL, Punjab won Rs. 15,000/- and Rs. 10,000/- respectively along with the Certificates of Merit.  The Best Foreign Entry award was given to Ms. Shraddha Atreya, Kathmandu.
Hon'ble Mr. Justice S.K. Jain (Retd.), of Punjab and Haryana High Court, the Chief Guest of the event while addressing the gathering noted the need to provide healthcare to combatants. He praised the University and the Vice-Chancellor for the conduct of the competition. He also praised the Hon'ble Vice- Chancellor for starting a special committee on Humanitarian Law.
Mr. G.I.S. Sandhu, Hon'ble Registrar of RGNUL, Punjab while presenting the Vote of Thanks, acknowledged the presence of the Hon'ble Guests and stated that the students were lucky to hear the views of such Hon'ble personalities. He further thanked all those who made the event successful. He went on to state that CASH has become an integral part while conducting ICRC events. He also thanked the whole RGNUL facility for participation and making it a successful event.

no. It took SMU over 20 years to recover from that. However, I am
unsure what a fair punishment would be in this case?

Lots of soldiers were awarded the CMOH and survived,
aome guys even won it twice like Butch O'Hare and Tom Custer.

Hey all,

Just the other day my eye doctor diagnosed me with Pinguecula, a non-
cancerous growth on the white part of the eyeball due to wind/UV
exposure. I'd imagine that my past 7 years of road racing/riding has
contributed to the condition, and I was wondering if anyone else has
experienced this or knows anyone who has. Any advice on sunglasses,
treatment, methods, doctors, or otherwise would be greatly
appreciated.

Dude,

At least you didn't have a pteryguim! Get some sunglasses with side
shields and ask your doctor about using artificial tear eye drops to
keep your eyes moist.

Pretty anyone here in AZ who does outside sports develops this
condition to various degrees. Sub-5% humidity and 110+ temps will do
that to you. I have it, but it's not bad. Sunglasses help slow the
development, but if the exposure is enough, you get it eventually. If
yours isn't irritating you, or preventing you from wearing contacts,
then you can slow the progression by using good sunglasses that block
not only UV, but as much wind as possible. If yours is worse, then you
need to discuss treatment options with an ophthalmologist (an M.D) -
not an optometrist, or an optician. There are tons of web references
on Google that discuss this condition and various forms of treatment
for advanced cases.

I didn't see any breakup during commercials on Versus <g>.

What a contrast to Euro coverage, seen on "live TV" during a visit.
Hours and hours of "showing the racing".
SOS for American producers who don't "understand" racing and/or don't
think their viewers understand or would be happy to watch.

Graphics? We don't need no steenking graphics! Except maybe some
"scorecard" presentations to show GC and so forth. That's something
else they don't understand.

Of course, having pro moto drivers/cameramen and pro production would
help. This has been going on for years and years in the good ol' USA.
The actual event is like an allergy or something.
Is it a Spandex problem, after all?
