Health dept takes action against illegal sale of HIV testing kits
http://timesofindia.indiatimes.com/city/pune/Health-dept-takes-action-against-illegal-sale-of-HIV-testing-kits/articleshow/10120220.cms

Umesh Isalkar, TNN | Sep 26, 2011,

PUNE: The incident of Illegal sale of HIV testing kits, meant for the
Integrated Counseling and Testing Centres (ICTC), to private
laboratories has jolted the state health officials into action. An
alert was sounded in the state after a counsellor attached with an
ICTC in Ichalkaranji was recently nabbed selling the kit, which is
given free by the National AIDS Control Organisation (NACO) to
government-run testing and counselling centres across the country.

"Any kind of illegal activity in respect of HIV testing kit will not
be tolerated. We have asked all officials involved in testing and
counselling work to be wary of such an activity happening on their
premises. The counselor, who was nabbed selling the kit in
Inchalkaranji has been dismissed from service," said Dilip Deshmukh,
additional project director, Maharashtra State AIDS Control Society.

The case of illegal sale of HIV testing kits came to light in Kolhapur
district on September 19, Deshmukh said. "I received a tip that one
person in Ichalkaranji is selling the kits to private laboratories.
After checking the information from other sources, we laid a trap.
Some of our officials were sent to Ichalkaranji. They approached the
person and expressed willingness to purchase the kit. The person, in
turn, called up another man who would procure the kits for sale. The
man came there and asked for Rs 5,000 for 100 kits. The officials
negotiated and purchased 100 kits for Rs 4,000. The culprit turned out
to be a counsellor who worked with an ICTC centre in Ichalkaranji."

"We have dismissed the counsellor from service from September 20. A
complaint has been registered with the police," Deshmukh added.

An ICTC is a place where a person is counselled and tested for HIV, on
his own free will or as advised by a medical provider. There are now
more than 4,000 counselling and testing centres in India, mainly at
government hospitals. In Maharashtra, there are 578 ICTCs where
testing and counselling is provided free.

The main functions of an ICTC are conducting HIV diagnostic tests,
providing basic information on the modes of HIV transmission,
promoting behavioural change to reduce vulnerability, and link people
with other HIV prevention, care and treatment services.

"The Maharashtra State AIDS Control Society receives the HIV testing
kits from NACO. From there the kits are distributed to civil surgeons
of 33 districts who, in turn, supply them to the ICTC centres in their
jurisdictions," Deshmukh said.

The Pats haven't won a Super Bowl in SEVEN years!!!!

Yet they are a "dynasty"????

The Earths temperature has risen .8 degrees Kelvin in the last one
hundred and fifty years yet we are enduring "global warming"?????

As said by the Nobel Prize winner, ""The claim (how can you measure
the average temperature of the whole earth for a whole year?) is that
the temperature has changed from ~288.0 to ~288.8 degree Kelvin in
about 150 years, which (if true) means to me is that the temperature
has been amazingly stable, and both human health and happiness have
definitely improved in this 'warming' period."

So in conclusion, Pats overrated, global warming invented by Libtard
Communists seeking a way to control other peoples lives.

I'm posing as a Patriots fan, huh? Right, OK, I'm a fake.

Memo to World: I'm sorry to have faked my identity as a Patriots fan.
If you want to know what team I really follow, inquire with this guy
Drew. He seems to know more about me than I do, so I now yield the
floor to Drew.

Take it away Drew.

Much obliged Butters' and I'll simply repost my response to your Dean McEwen
Jr., as your Patriots nick is also mentioned therein and as follows:...

Usenet isn't mainstream anymore Butters'. Nobody will buy your claim to have
tripped over it.

: The name you see after my e-mail is who I really am.

I'll grant you that. I will also grant that you likely believe you are the

your usage of free anonymous servers and similar pirate remailers.

Wow... thou doth protest way too much. Words you post in CAPS to a virtual
online forum aren't going to impress anyone into believing you are anything
but another bandwagon hopeful. And yes indeed Butters, claiming to be a
steelers fan is the ultimate game of fantasy make believe. An entire
industry has grown and thrives around bandwagon humpers and it's unfortunate
this forum has been host to far more than it's fair share.

: I'm posting Steeler history for all these
: asshole haters that come in here so they can learn some facts,

Nah..., you Google the history of the team ng you happen to be in so you can
copy and paste the info as you attempt to ingratiate your new characters to
members of different forums. You repeat the process in each NFL Usenet forum
you post to and that is in fact most of them which of course is not unlike
your Ricky Bobby character.

: : since
: : douche bags like you and P Dub and Senor Patriot and 7 made almost all
: : the real Steeler fans stop coming in here, cuz they're tired of reading
: : your bullshit, as am I.

Dang Butters' you sure as hell picked up on quite a bit for a newbie in the
less than 3 weeks you have been posting after you "stumbled" into this
newsgroup. More than suspect is the sudden appearances of Dean McEwen in
this ng, Senor Patriot in the ng bearing that NFL team name and I'd wager
I'd find other characters of yours that have stumbled upon Usenet within
the last 6-8 weeks as well if I bothered to check. I'll point them out as I
come across them as I have these two poser characters of yours.

must associate themselves with winning NFL teams to the sad end of
assuming a fan ID toward that end (ie: Ricky Bobby) or your recent multiple

: : Also, you would be surprised how many real Steeler fans don't know

No Butter's, that would not surprise me. You see, ... I happen to be the

I used an extreme example to illustrate a point. If Revis is
consistently preventing his receiver from making receptions, and when
he does make receptions it goes for league average, then his YPA stat
is going to be average.

This is one of the rare cases where I think total yards against is
maybe a more telling metric. Or, even better, receptions per QB throw
or yards per QB throw. TDs is important too, as always. These still
don't paint a good picture though.

I don't think that's the case at all JK....very easy to develop a stress
fracture and worse from this point on...rest, rehab and stregnthening it are
the best option to make sure he is around at the end of the season.

Well, I've always been told that the muscle that supports the bone can't do
it's job. The entire area is weakened and too much stress is placed on the
supporting bone. In addition, if you keep aggravating it the inflamation
increases and it just gets worse and worse and becomes a long drawn out
injury. What does it matter, he can't play, and they aren't letting him
play.

This from the Rothman Institute probably says more about why he can't play
yet...I would imagine in someone his size it is even more critical to get it
stable. I was always under the impression that a high ankle sprain was
nothing to take lightly.

"High Ankle Sprain

This condition occurs when the sprain injures the large ligament above the
ankle that joins the two bones of the lower leg, the tibia and fibula,
together. The fibula and the tibia are joined together by the syndesmotic
ligament which runs from the knee down to the ankle.

Treatment

High ankle sprains simply tend not to heal as quickly as the more common
ankle sprains. An orthopaedic physician will begin treatment by first
determining if the injury is stable or unstable. A stable injury is one in
which the tibia and fibula do not separate from each other. These injuries
can be treated in a cast or walking boot that will be worn for approximately
six weeks.

When the injury is more severe and unstable, the tibia and fibula separate
from each other. The treatment for this is surgical which involves placing
a screw between the fibula and tibia to secure the bones in proper position
while the ligament heals. This treatment is generally considered a
relatively safe and trusted surgical procedure."

I second that. It's especially good because the Jets and Pats are
two completely different types of teams right now: the Jets D is good
enough to win 3-0, while the Pats D is good enough to win 38-35....
I'm interested to see how both teams do this Sunday against
*supposedly* inferior competition. Right now the Pats have only
one TE (Rob Gronkowski), his brother Dan was cut and Hernandez
is out this weekend.

Yeah. One of your guys said something like, "if we lose this game we
don't have any business considering ourselves contenders."

That's not necessarily the case. If the Raiders win it'll be due to
their running game working to some degree, but they're primarily a
running team, that's an unusual situation in the modern NFL. The Jets
are (to my mind) built to stop strong passing teams ala the Patriots
and my guys. (Chargers) A loss to Oakland doesn't mean y'all couldn't
beat a passing team.

Still. Just win the stupid thing, okay?
