Silence equals death. Once a slogan for AIDS activists, today it
articulates the stakes in a legislative battle over sex education in
Utah's public schools. HB363, Health Education Amendments , has passed
the House and Senate. Gov. Gary Herbert should veto it.

The bill is an effort to silence teachers from giving Utah teens
accurate information about sex, contraceptives and homosexuality. It
would even empower school districts to withdraw any education at all
about human sexuality. In fact, withholding this vital information
could result in death for some teenagers and undoubtedly would result
in life-altering consequences for countless others, including
unplanned pregnancies, STDs and even increased suicides.

Supporters of the bill want to deny Utah teens the knowledge that
would assist them in making appropriate decisions, including
abstinence. Unplanned parenthood will be just one consequence of
purposeful ignorance about sex.

Unfortunately, more teenage pregnancies will likely lead to abortions.
Silence about safer sex will do nothing to reduce the transmission of
sexually transmitted diseases among young people. The archaic — and
unconstitutional — stigma on homosexuality will stain our community,
promote the bullying of vulnerable teens, and contribute to the
epidemic of suicide by gay teens.

These are some of the reasons HB363 is not only unwise, but dangerous,
even immoral. The ban on information about sexuality endangers the
lives of vulnerable children by prohibiting teachers from providing
responses to spontaneous questions from students that might constitute
"advocacy of homosexuality" or "the use of contraceptive methods or
devices."

These restrictions are unconstitutionally vague and ambiguous. Would a
teacher violate this mandate by confirming for a student that the use
of condoms significantly reduces the risk of pregnancy and the
transmission of many diseases? If a student comes out to a teacher,
can the teacher express support for the student? What about counseling
a student about coming out to his parents? Would that be "advocacy of
homosexuality" in violation of the proposed law?

The Utah Legislature should not command its schools to pretend that
contraception, pre-marital sex and homosexuality do not exist. These
issues are simply facts of life, and public schools should prepare
students to live in the real world by providing age-appropriate
information.

Parents should also educate their children with the facts and provide
a moral framework. Churches, too, have a role in instilling moral
values. Unfortunately, not all parents are willing, able, or
comfortable providing both factual information and moral constructs.
And not all children have religious training as part of their
upbringing.

All available statistics indicate that the current sex-ed curriculum
is well received by the vast majority of parents. Very few parents
take the steps necessary to "opt out." In fact, the current law
requires "opting in" as an additional safeguard for parents who want
to shield their children from the sex-ed curriculum.

The next generation deserves nothing less than the truth from our
schools. Every teen — whether straight or gay — should be empowered
with facts to make good decisions, stay healthy, pursue meaningful
relationships, and enter into family life. The State of Utah should
not muzzle teachers and intimidate educators from combating ignorance
and counseling vulnerable teens. Silence about sex, contraception, and
homosexuality will lead, sadly, to avoidable cases of disease,
despair, and even death.

floor of the Rhode Island House of Representatives by state

D. Kristof's recent op-ed in the New York Times.

I rise today on a point of personal privilege.

The New York Times reporter Nicholas D. Kristof wrote an opinion piece
on March 3, 2012 titled "When States Abuse Women." A member of this
House of Representatives on a social media site then posted this
opinion piece.

The content of the reporter's piece was about woman seeking abortions
and laws concerning required ultrasounds. In this article Krisof
states "Rhode Island is considering Texas-style legislation bordering
on state-sanctioned rape." He rhetorically asks, "What else do you
call it when states mandate invasive probes in women's bodies?"

As the prime sponsor of the Rhode Island Legislation I challenge the
reporter to show me where an invasive probe into a women's body is
stated anywhere in this legislation.

Facts on the Rhode Island bill that were conveniently left out of the
reporter's piece:

RI General Law already mandates the physician or his or her authorized
agent to inform a woman considering abortion of the probable
gestational age of the fetus both at the time of first consultation
and at the time the proposed abortion procedure will be performed.

The current proposed bill seeks to add this current requirement that
the physician who is to perform the abortion or a certified technician
working with the physician shall perform an obstetric ultrasound on
the woman… Note carefully, the physician or certified technician, NOT
THE STATE AND NOT A RAPIST.

As quoted from the American college of radiology and the radiological
society of North America. "Ultrasound imaging is a noninvasive medical
test." – not the invasive probe Mr. Kristof leads his readers to
believe.

Significantly, Mr. Kristof completely fails to mention that
ultrasounds are typically performed on a woman before a woman is able
to get an abortion:

In a 2003 study of Planned Parenthood and other independently owned
abortion facilities, 99 percent of these clinics admitted that they
either "always" or "sometimes" perform an ultrasound in association
with a surgical abortion.

Further, it was stated that vaginal ultrasounds were "always"
performed before the early surgical abortion at 83 percent of these
sites, 16 percent "under certain conditions," and only 1 percent
"never" did them.

Additionally, the study revealed that after an abortion was performed,
vaginal ultrasounds were also "always" performed at 26 percent of
these sites, "under certain conditions" at 66 percent of these sites,
and "never" at 8 percent.

"That's just the medical standard," said Adrienne Schreiber, an
official at Planned Parenthood's Washington, D.C., regional office.
"To confirm the gestational age of the pregnancy, before any procedure
is done, you do an ultrasound."

Requiring an ultrasound to take place before an abortion is performed
makes sense since it ensures that the mother is actually pregnant,
determines the age and size of the baby, and aids in determining the
location of the unborn child for either the vacuum machine or a needle
used to end its life, if in fact a surgical abortion is decided upon.
And in many abortion procedures, ultrasounds are used during the
surgical abortion to ensure that the abortionist doesn't physically
harm the mother while they dismember the unborn child.

In short, ultrasounds are already being performed as part of most
abortion procedures. And in those cases, my bill simply requires the
abortionist to display these ultrasound images so that the woman may
view them.

To those that ask why, I quote the U.S. Supreme Court: "To reduce the
risk that a woman may elect an abortion, only to discover later, with
devastating psychological consequences, that her decision was not
fully informed."

Now it may be possible that some abortions are still being performed
in Rhode Island without an ultrasound having been performed. In these
cases, if indeed there remain any, my bill would create a statutory
mandate to perform an obstetric ultrasound, which, as we have seen, is
a reasonable standard of care, and is a mandate that has been upheld
by the U.S. Supreme Court.

But contrary to the wild assertions of Mr. Kristof, my bill does not
specify what type of ultrasound should be performed, leaving this
determination to the professional discretion of the licensed
practitioner.

This legislation is a Pro-Women and Pro-Information piece of
legislation. I will not allow a reporter that did not do his homework
make it something it is not.

I have tried to contact Reporter Nicholas D Kristof at his office, on
the site he lists for comments and on one of his social media sites.
He has yet to return any of my messages requesting to speak with him.

Washington, Mar 9(ANI): A US congressional advisory panel is likely to
warn that China will launch a cyber-attack on the country in the event
of a conflict and the latter has no clear policy to respond
appropriately.

The U.S.-China Economic and Security Review Commission found that
American telecommunications supply chain is particularly vulnerable to
cyber-tampering and an attack could lead to a "catastrophic failure"
of critical infrastructure.

Though the congressional proposals aim to improve U.S. cyberdefenses,
they would not address the key policy gap identified by the
commission, The Wall Street Journal reports.

The report also found that the Chinese government is funding research
at 50 civilian universities to bolster cyber-attack and defensive
capabilities.

It warned that Chinese telecommunications firms assist the government
in cyber-warfare research, training, and cyber-surveillance.

The commission's findings are likely to stoke an outrage in Capitol
Hill over competing cyber-security proposals, which are likely to be
tabled in Senate in the coming weeks.

China has denied cyberspying allegations and has dubbed the U.S.-China
commission a "product of Cold War mentality." (ANI)

United Nations, March 9 (IANS) UN Secretary-General Ban Ki-moon and
current president of the General Assembly Nassir Abdulaziz Al-Nasser
have proposed the idea of holding a global conference on women's
issues in 2015.

The last women's summit was held in Beijing in 1995, Xinhua reported.

"Given that women make up half of humanity and given the importance
and relevance of women's issues for global progress, it is high time
that such a world conference is convened," said the announcement read
out by Nihal Saad, spokesperson for the General Assembly president.

"It is all the more important because of the enormous changes the
world is going through, with both positive and other implications for
women," it said.

The Fourth World Conference on Women in Beijing in 1995 was preceded
by three world conferences — in 1975 in Mexico City, in 1980 in
Copenhagen and in 1985 in Nairobi.

The two officials said the conference could tackle emerging issues, in
particular those relating to women and political participation, equal
access to decent work and decision-making and involvement of rural
women and girls.

It could also cover aid effectiveness, food security, trafficking,
drugs, migration, environment, climate change and information
technology, all of which make an impact on women, and on nations and
societies as a whole, the announcement said.

Advocates from across the state will descend upon Bangalore on Friday
to show solidarity with Bangalore's legal fraternity, which has
alleged that the policemen beat up lawyers and even judges at City
Civil Court complex on March 2.

Advocates have planned a march from the City Civil Court complex to
the high court, and a protest rally after that. About 20,000 lawyers
are expected to take part in the march.

The police, too, have geared up. About 10,000 policemen will be on the
streets on Friday. The services of Karnataka State Reserve Police and
City Armed Reserve platoons will also be availed.
The police have clamped prohibitory orders in the central part of the
city.

Maximum force DG&IGP Shankar M Bidari held a meeting with senior
police officers on Thursday to discuss security arrangements for
Friday. He directed city police commissioner BG Jyothi Prakash Mirji
to use maximum force to prevent any untoward incident. He directed
Mirji to take quick decisions to nip trouble in the bud.

Bidari directed that 100-120 policemen should be deployed at all the

with an emergency, said AddlCP (traffic), MA Saleem.

An advocate said they were ready to face any kind of situation on
Friday. He said the lawyers would request the chief justice not to
continue court proceedings till their demands are met.
The advocates are demanding immediate suspension of Mirji and Bidari
for police atrocities on advocates on March 2, besides resignation of
home minister R Ashoka and law minister Suresh Kumar.

Black band protest

The policemen will be wearing black bands on their arms on Friday to
protest against the advocates' act of registering false cases against
the men in khaki.

Family members of the policemen are also expected to take part in a
protest, seeking protection for breadwinner of their family.N Nagaraj,
president of Karnataka State Police Association, requested the
policemen to give no scope to complaints while managing the advocates'
protest on Friday.

New Delhi: Supreme Infrastructure India has bagged orders worth Rs
344.2 crore for a host of infrastructure projects in Orissa, Delhi and
Maharashtra.

The company has secured work orders worth Rs 274.49 crore in East
India zone. The orders include road segment, construction of reservoir
and rehabilitation and resettlement colony in Orissa.

In North India, the company has secured contract for construction of
4560 EWS houses in Delhi worth Rs 173.29 crore.

In West India, the company secured orders totaling Rs 170.91 crore
including road work orders and construction of Iskon Temple at
Kharghar, Maharashtra.
