GAVI Alliance Announces Support For HPV Vaccination

In a bold effort to save millions of girls and women from unnecessary disease and death from cervical cancer, the GAVI Alliance has formally announced that it will begin accepting applications for support for HPV vaccine introduction through governmental programs in GAVI-eligible countries.

GAVI is a public-private partnership including UNICEF, WHO, the World Bank, the Bill & Melinda Gates Foundation, developing country governments, and others. GAVI focuses on helping the poorest countries in the world introduce vaccines that are already saving lives in wealthier countries, such as hepatitis B, rotavirus and pneumococcal vaccines. Today, for the first time, countries can partner with GAVI to introduce HPV vaccine through national immunization programs.

Countries interested in completing GAVI applications for HPV vaccine can get assistance for designing effective, and cost-effective, vaccination strategies based on experience in the developing world, along with feasible strategies for screening and treating adult women already at risk of cervical cancer. Please email
rho@path.org for more information.

Bosnia's Jews, Roma Discriminated Against by State

Twenty years ago this week, ethnic rivalries led to war – and genocide – in Bosnia. Today, the country's laws and its 1995 constitution still discriminate.

Under its constitution, designed by international experts to help end the war, Bosnia and Herzegovina's presidency and one house of parliament are elected on an ethnic basis and consist of equal numbers of Bosniaks (Muslims), Croats, and Serbs. However, this means that minority groups like Jews and Roma are excluded from high-level politics. They are classified as "Others," a second-class status.

The European Court of Human Rights has ruled that the constitution is discriminatory, but Bosnia failed to meet numerous deadlines to reform it.

Local governments also discriminate, including Bosnia's self-governing "entities," Republika Srpska and the Federation, where civil service jobs are allocated by ethnicity using the 1991 census. That census counted fewer than 9,000 Roma, whereas current estimates put the number as high as 100,000.

Roma in particular face massive discrimination in their daily lives as well, including in education, employment and access to state benefits.
