Measuring financial inclusion
In recognition of the need for better data to support the financial inclusion agenda, the World Bank's Development Research Group is building the Global Financial Inclusion Index (Global Findex) with a 10-year grant from the Bill & Melinda Gates Foundation. This index fills a major gap in the financial inclusion data landscape and is the first public database of demand-side indicators that consistently measures individuals' usage of financial products across countries and over time. Is the financial safety net a barrier to cross-border banking?
Despite steadily rising foreign bank participation levels over the past twenty years, especially in developing countries, certain barriers might still act as a deterrent to entry, or at least make it more difficult to compete for the foreign banks that have already entered. Our own Asli Demirguc-Kunt and Ata Can Bertay and co-author Harry Huizinga investigate whether uncertainty about foreign banks' ability to rely on the financial safety net of the host country could be such a deterrent. This could occur because countries have reduced incentives to bail out international banks relative to domestic ones, or that intervention and resolution options to contain losses at international banks could be limited, or that coordination costs rise in resolving troubled international banks that operate in multiple countries. Using data from Bankscope for 898 international banks located in 83 countries from 1999 to 2009, they find a strong positive relationship between a bank's foreign liability share and its interest expenses, even when they control for various measures of bank asset risk. To address the potential endogeneity of banks' internationalization decisions (banks may reduce international exposures when hit with unexpectedly high interest expenses), Asli et al. use as instruments a variety of country-level indicators of economic integration based on tourism, foreign direct investment, international trade, and total international portfolio investment. They also show that banks with international holdings concentrated in a particular host country or small group of countries exhibit less sensitivity between foreign liability share and interest expenses, presumably because free-rider and coordination problems are less severe if only one or a few countries would be involved in any potential bailout. http://go.worldbank.org/4T3I00CK70

Are homogenous or heterogeneous industrial clusters better for growth?
In a recent paper, Rita Almeida and Ana Fernandes examine the importance of the local concentration and specialization of sectors for long-run total factor productivity growth in Chilean manufacturing firms. From a theoretical standpoint, some have argued that the concentration of firms from the same sector within a location helps knowledge spillovers, thus promoting the sector's growth in the location. An alternative theory claims that the cross-fertilization of ideas across firms from different sectors in a location leads to innovation and growth. The authors put these theories to the test using firm-level panel data from the Chilean manufacturing census. The results show that Chilean locations with greater concentration of a certain sector have not grown faster over the 1992-2004 period. Instead, local diversity in the sectoral composition is associated with faster long-run growth. With regard to development policy, these findings support the formation of heterogeneous rather than homogenous industrial clusters. http://go.worldbank.org/PF57Z8X0Y0

Risk absorption by the state: when is it good public policy?
The global financial crisis has brought heightened interest to the issue of government involvement in bearing financial risks and raised new questions on when such involvement is appropriate and helpful. One particular instrument is partial credit guarantee programs (PCGs), which are thought to be a middle ground by allowing governments to absorb some of the risks while minimizing distortions. In this recent paper, our own Deniz Anginer, with Augusto de la Torre and Alain Ize, take a careful look at the theoretical underpinnings of PCG programs. The need for state guarantees is often justified based on the existence of market failures, such as agency frictions (adverse selection, moral hazard, lack of collateral), or collective frictions (un-internalized externalities, free riding and coordination failures). The discussion in the paper leads to more nuanced views on conditions and assumptions under which public guarantees may be helpful. For example, the authors argue that the state can spread risk more finely across space and time because it can coordinate and pool atomistic agents that would otherwise not organize themselves to solve monitoring or commitment problems. Public guarantees may be transitory, until financial systems mature, or permanent, when risk is fat-tailed. In the case of aggregate (non-diversifiable) risk, permanent public guarantees may also be justified, but in this case the state adds value not by spreading risk but by coordinating agents. In addition to basing their recommendations on a better theoretical foundation, the paper calls for exploiting the natural complementarities between the state and the markets in bearing risk. http://go.worldbank.org/IE19GPJFV0

Latest findings from randomized evaluations of microfinance
Microfinance has received significant attention lately and we have written extensively on this topic in previous issues of IBN. In particular, recent years have seen an expansion of impact evaluations of microfinance, especially using RCT (Randomized Controlled Trial) methodology. These recent studies have delivered some messages that challenge the conventional wisdom of microfinance as an unambiguous positive factor in propelling the poor out of poverty. A new CGAP survey paper by Jonathan Bauchet, Cristobal Marshall, Laura Starita, Jeanette Thomas, and Anna Yalouris is a timely and important work that summarizes a large number of recent RCTs relating to microfinance. One of the main conclusions of the paper is that the results of recent studies paint a more nuanced picture of the impact of microfinance impacts than previously thought. Far from a universal "miracle" instrument, the authors show when and how microfinance can help the poor. "Details matter," as the authors conclude, and the new body of work is rapidly producing evidence on the numerous details on the functioning of microfinance that may improve its function and impact. The paper contains a very useful annex which provides a summary of all reviewed studies, their location, financial service focus (i.e. microcredit, savings, insurance, or financial literacy) and main findings. While this particular survey is focused on RCT based evidence, a more comprehensive survey that would include some non-experimental evidence and would contrast and compare different methodologies would be an important next step in this line of work. http://www.cgap.org/p/site/c/template.rc/1.9.55766/

III "FYI": Our eclectic guide to recent research of interest

Group lending or individual lending?
A new paper not included in the abovementioned survey paper by Orazio Attanasio, Britta Augsburg, Ralph De Haas, Emla Fitzsimons, and Heike Harmgart measures the impact of individual and group microloans on borrower's living standards. The authors conducted a randomized field experiment in collaboration with XacBank, a large bank in Mongolia. The experiment focused on extending microcredit to relatively less well-off women in 40 rural villages where XacBank did not yet lend to this target group. In each village, the authors recruited a sample of women who expressed interest in borrowing from the bank. In 15 randomly selected villages, these women received access to individual loans, in another 15 they received access to group loans, and in the remaining 10 villages the lender did not provide loans to women in the study for the duration of the experiment (1.5 years). Group-loan contracts were based on joint liability, i.e. XacBank would terminate lending to the whole group if the group did not fully repay a loan. During the time of the experiment, other banks were also active in the villages and 50 percent of study participants in control villages ended up getting a loan, compared to 74 percent in treatment villages. Results from a follow-up survey show that women who were offered group loans were 10 percent more likely to own an enterprise and had higher food consumption than women in control villages. For individual lending, on the other hand, the authors detect no significant increase in enterprise ownership or consumption. These results are in line with theories that stress the disciplining effect of group lending: joint liability may deter borrowers from using loans for non-investment purposes. In fact, the authors find that borrowers in group-lending villages are less likely than the control group to make informal transfers to families and friends while borrowers in individual-lending villages are more likely to do so. http://www.ebrd.com/downloads/research/economics/workingpapers/wp0136.pdf

Micro-savings & informal insurance in villages: a natural field experiment
Without formal financial access, households and microentrepreneurs rely on informal mechanisms, such as family and friends, ROSCAs or money lenders to smooth their consumption shocks and support their micro businesses. What happens to such informal mechanisms when formal financial access becomes more available? For example, do these informal mechanisms wither away as they are no longer needed or are they strengthened by a boost in overall financial activity? A new paper by Jeffrey A. Flory tackles exactly this question, using a large natural field experiment in rural Malawi. He explores a time of rapid expansion of formal financial services, primarily savings, via a mobile bank. The experiment was based on random assignment to distribute marketing information about the banking services to some villages but not the others in what is known as an encouragement design. The results show that informal safety net mechanisms actually strengthened after formal savings instruments became more available. Specifically, inter-household transfers increased during peak periods of hunger. In addition, these results are stronger for the poorest households those least in a position to use formal services, and one of the most crucial populations for anti-poverty policy. The strong impacts of formal savings expansion on non service-users suggests that formal finance can have much greater immediate-term effects than would be suggested by focusing exclusively on impacts experienced by service-users. http://papers.ssrn.com/sol3/papers.cfm?abstract_id=1969504

Is micro too small? Microcredit vs. SME finance
Is extending credit to microentrepreneurs the surer path out of poverty, or is it wiser to bolster employment opportunities for low-income individuals in small and medium-sized enterprises (SMEs)? While some have suggested that these two routes out of poverty might be reasonable substitutes for each other, Jonathan Bauchet and Jonathan Morduch provide new evidence from Bangladesh that casts doubt on that conjecture. Using survey data from SME borrowers from BRAC Bank, a for-profit arm of Bangladesh's largest NGO micro-financier, and from users of micro-credit, they show that there is little overlap in the characteristics of SME employees and micro-credit borrowers. Based on a set of ten easy-to-answer questions (type of latrine used, number of children in household enrolled in school, ownership of a television, etc.), they also construct an index of the likelihood that a survey respondent comes from an impoverished household. They then document that SME employees overwhelmingly tend to be male and are much less likely to come from households that score highly on the poverty index than micro-credit borrowers, who tend to be overwhelmingly female. SME employees also tend to be better educated and more highly skilled than microcredit borrowers. SME employees earn higher daily wages, but to do so they work on average 11 hours per day, six days per week. This could help account for why so few women with children are found among the ranks of SME employees, and why part-time micro-entrepreneurship is a better fit for them. Overall, the evidence suggests strongly that SME employment and micro-credit support very different types of people and thus are better viewed as complements rather than substitutes in poverty eradication. http://ssrn.com/abstract=1971323

Foreign banks: trends, impact and financial stability
Stijn Claessens and Neeltje Van Horen have updated their data on foreign bank participation levels through 2009, which enables them to track its evolution through the global financial crisis and to offer a preliminary assessment of the impact of foreign banks on banking sector stability. The new data also cover a wider set of countries, which enable Stijn and Neeltje to demonstrate clearly that the negative association between foreign bank participation and private credit levels is confined to developing countries. They are quick to point out that they cannot determine the direction of causality for that relationship, and regular IBN readers will recall that once crisis-induced foreign bank entry is accounted for (i.e., the acquisition of insolvent banks in capital- starved banking sectors), this association disappears (See Cull and Martinez Peria, 2007. http://go.worldbank.org/2DQT70LK00). Results regarding growth in lending are harder to dismiss, however, and the authors find that foreign banks reduced their lending in 2009 by about six percentage points more than domestic banks. At the same time, their results show that when foreign banks dominated the banking sector of a host country their lending during the crisis was more stable than that of domestic banks. And they also confirm that those foreign banks that received a large share of their funding through local deposits were much less likely to reduce lending. These findings underscore that conceptualizing foreign banks as being "good" or "bad" in terms of credit provision and banking sector stability can be limiting at best, misleading at worst, as it is likely to miss the substantial heterogeneity in bank and country characteristics. http://www.imf.org/external/pubs/cat/longres.aspx?sk=25618.0

Trust, decentralization, and firm growth
In a recent paper, Nicholas Bloom, Raffaella Sadun, and John Van Reenen argue that social capital as proxied by trust increases aggregate productivity by affecting the internal organization of firms. In particular, the authors claim that trust facilitates reallocation across firms by allowing more efficient firms to grow as CEOs can decentralize more decisions. In order to support this theory, the authors collected data on the decentralization of investment, hiring, production, and sales decisions from Corporate Headquarters to local plant managers in close to 4,000 firms in the United States, Europe, and Asia. These data show that firms headquartered in high trust regions, as measured through the World Values Survey, are significantly more likely to decentralize decisions. To help identify causal effects, the authors look within multinational firms, and show that higher levels of bilateral trust between the multinational's country of origin and the subsidiary's country of location, as measured through a series of surveys conducted for the European Commission, increases decentralization. This result holds even after using religious and ethnic similarities between countries as instruments for bilateral trust. Banco de España and the Office of the World Bank's Chief Economist for the Latin America & the Caribbean region are sponsoring a conference on "Debt and Credit, Growth and Crises" that will take place in Madrid on June 18 and 19, 2012. The goal of the conference is to bring together academics and policy makers to discuss the links between credit provisioning, debt accumulation, growth patterns, and crises incidence. The organizers invite you to submit a theoretical or empirical paper with policy implications by March 30, 2012. More details are posted here.

2012 Workshops in International Economics and Finance
Buenos Aires and Barcelona will host the XIV and XV Workshops in International Economics and Finance organized by Universidad Torcuato Di Tella and Centre de Recerca en Economia Internacional (CREI), the Office of the World Bank's Chief Economist for the Latin America & the Caribbean region and the Inter-American Development Bank. The first event, the Buenos Aires Workshop in International Economics and Finance, will take place on April 2 and 3, 2012 and the program will be posted here by February 15, 2012. The Barcelona Workshop will take place on July 2 and 3, 2012. The call for papers for this second event will be published in February. These workshops are unique events that bring together top researchers and policy makers from the North and the South to discuss recent theoretical and empirical advances in International Economics and Finance. The goal of these meetings is to gain a better understanding of the macroeconomic problems faced by Latin American countries and to encourage research on the subject.

Occupying the wrong street? A new book by Barth, Caprio, and Levine
In February, The Guardians of Finance: Making Regulators Work for Us, by James Barth, Gerard Caprio (Founding Editor of IBN), and Ross Levine, will be available in the US and in coming months in overseas markets (http://mitpress.mit.edu/catalog/item/default.asp?ttype=2&tid=12834 and available for pre-order from you know where). Although the authors understand why protesters demonstrate against bankers, they show that regulators in several countries (in addition to the US, they discuss the cases of Iceland, Ireland and the UK) continually failed to implement the regulations and powers that they had in the years leading up to the crisis that began in 2007 -- so protesters should be lining up outside their offices. The authors argue that among other factors, psychological bias in favor of the industry, similar to that prevailing in sports, where referees regularly call games in favor of home teams, operates in finance. Jim, Ross and Jerry note that after every crisis, the response is the same: more regulations. So while some new regulations might be appropriate, they maintain that the current debate misses the key issue: how to get regulators to enforce the rules. Just as home field advantage in sports tends to disappear once the referees are monitored, they argue that regulatory oversight can solve this problem. They propose a 'sentinel' agency (watching out for taxpayers) with no regulatory powers but with the ability to obtain all the information available to regulatory agencies and with the duty to report on the key systemic risks and what the regulators are doing to address those risks. Their proposals are relevant for countries regardless of their income level -- wherever humans serve as regulator. Sure to be an important book and a great read!

NEW DELHI: The Supreme Court on Monday sought response from the Goa
government on a plea for cancellation of bail granted to former NCP
leader, Mr Jitendra Deshprabhu who was arrested in connection with an
illegal mining case.

A bench of Mr Justice P Sathasivam and Mr Justice J Chelameswar also
issued notice to Mr Deshprabhu, who is accused of illegally extracting
iron ore in his property in Pernem taluka, on the petition filed by a
Goa resident Mr Kashinath Shetye seeking to set aside the bail granted
to him by the Bombay High Court.
The crime branch has also booked case against Mr Geetesh Naik, a
contractor employed by Mr Deshprabhu, the director of state mines and
geology department, Mr Arvind Lolienkar, the director of transport, Mr
Arun Desai and the chief wildlife warden, Mr Shashi Kumar in
connection with the case.
The petition filed through advocate Mr Devadatt Kamat contended that
the High Court failed to appreciate that the matter pertains to
illegal mining/extraction of minerals worth crores of rupees in Goa.
It said the offence committed by Mr Deshprabhu included illegal
extraction of Herculean amount of minerals without obtaining the
requite approvals, causing enormous loss to the public exchequer.
Secondly, the petition said, the Goa bench of the High Court did not
appreciate that Mr Shetye and other petitioners were not only the
original complainants/informants who brought to light the said
incidence, but were also being threatened and pressurised by Mr
Deshprabhu to withdraw their complaint.
"As such, keeping in the mind the security of the whistleblower and
the kind of threats that were given to them, the High Court ought not
to have entertained the bail application filed by the accused," the
petition said, while seeking to set aside the bail granted to Mr
Deshprabhu on August 16 last.
The petition said that Mr Shetya had also challenged the grant of bail
to Mr Geetesh Naik on which the apex court has already issued notice
to the state government on November 8, last year.
Mr Deshprabhu was arrested by the crime branch on August 4 last after
his anticipatory bail petition was rejected by the additional
principle district and sessions court.
Mr Shetya had filed a complaint on February 13, last year with the
directorate of vigilance anti-corruption bureau, Altinho, Panaji
seeking appropriate inquiry/actions against illegal mining being
carried out in Korgao, Pernem.

India: Prosecute Security Forces for Torture
Recent Abuse Cases Reinforce Need to Enact Prevention of Torture Bill

(New York, January 31, 2012) – The Indian government should prosecute members of the security forces for recent high-profile cases of torture, to send a message that such practices will no longer be tolerated, Human Rights Watch said today.

Border Security Force (BSF) soldiers, long implicated in torture and extrajudicial killings near the border with Bangladesh, were captured in a video posted on YouTube brutally beating a Bangladeshi national caught smuggling cattle in West Bengal state. And the Indian government has awarded a medal to a police superintendant alleged to have ordered the torture and sexual assault of a female schoolteacher in Chhattisgarh state, instead of investigating him.

"These horrific images of torture on video show what rights groups have long documented: that India's Border Security Force is out of control," said Meenakshi Ganguly, South Asia director at Human Rights Watch. "The Indian government is well aware of killings and torture at the border, but has never prosecuted the troops responsible. This video provides a clear test case of whether the security forces are above the law in India."

In December 2010, Human Rights Watch, together with Banglar Manabadhikar Suraksha Mancha (MASUM), a Kolkatta-based nongovernmental organization that posted the video, and Dhaka-based Odhikar, published "'Trigger Happy': Excessive Use of Force by Indian Troops at the Bangladesh Border." This report documented numerous cases of indiscriminate use of force, arbitrary detention, torture, and killings by the BSF, and highlighted the failure of the Indian government to conduct adequate investigations or prosecute troops responsible for abuses. It showed that the BSF routinely abuses both Bangladeshi and Indian nationals residing in the border area. After the report's release, the Indian government ordered an end to the use of lethal force except in cases of self-defense. While the number of killings decreased, allegations of killings and torture have continued.

The video, reportedly filmed by a BSF soldier, shows members of the BSF's 105^th Battalion stripping a man, a Bangladeshi national later identified as Habibur Rahman, tying him up and beating him, while laughing and engaging in verbal abuse. BSF personnel apparently caught when he was engaged in smuggling cattle from India into Bangladesh. Instead of handing him over to the police as required by Indian law, they illegally detained and tortured him and then left him to make his way back home.

After MASUM released the video to local news channels, the BSF suspended eight soldiers – Sandip Kumar, Dhananjay Roy, Sunil Kumar Yadav, Suresh Chandra, Anand Kumar, Victor, Amarjyoti, and VirendraTiwari – and ordered an inquiry. However, despite clear evidence of abuse, to date no criminal charges have been filed against any soldiers.

"Whenever offenses attributed to the BSF occur, its leadership insists that there will be an internal inquiry and action taken," said Ganguly. "But secret proceedings and suspensions or transfers won't end the abuses. Torture is a serious crime that should be prosecuted in the courts."

Many people routinely move back and forth across the Indian-Bangladeshi border to visit relatives, buy supplies, and look for jobs. Some engage in criminal activities, such as smuggling. The BSF is charged with intercepting illegal activities, especially narcotics smuggling, human trafficking for sex work, and transporting fake currency and explosives. It is also charged with protecting against violent attacks by militant groups.

The failure of the Indian government to prosecute authorities responsible for torture extends to all of the security forces, Human Rights Watch said. In another recent disturbing incident, Soni Sori, a schoolteacher in Chhattisgarh state, alleged that she was tortured and sexually assaulted by Chhattisgarh state police while in custody in October 2011. After her arrest as a suspected Maoist supporter, a criminal court in Chhattisgarh state handed her over to police custody for interrogation despite her pleas that she feared for her safety and life. Sori alleges that Ankit Garg, then-superintendent of police for Dantewada district, ordered the torture and sexual assault. The Indian Supreme Court ordered Sori's transfer to the Kolkata medical college hospital for an independent medical examination. In November 2011, the examination report corroborated Sori's allegations of physical abuse.

To date, the Indian authorities have not initiated any inquiry or criminal action against the police officers implicated. Instead of investigating the case, on Republic Day, January 26, 2012, the president of India, Pratibha Patil, presented Ankit Garg with a police medal for gallantry. The medal drew widespread condemnation.

The Indian government announced, in March 2011, a rape compensation package for all sexual assault victims, but even basic follow-up reproductive and sexual health services have yet to be made available to survivors like Soni Sori. One of her lawyers told Human Rights Watch that Sori, who is detained in Raipur central jail in Chhattisgarh, has not received any follow-up reproductive and sexual health care. Her hemoglobin count has dropped considerably and she has complained of reproductive health problems but her lawyer is concerned that she will not receive adequate medical care without obstruction by the Chhattisgarh police. During her stay at the Raipur medical college hospital for medical examination and treatment in October, the Chhattisgarh police forced the doctors to remove her intravenous drip, refusing to let her stay in the hospital.

Human Rights Watch called upon the Indian government to ratify the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and to enact the Prevention of Torture bill, which is currently awaiting cabinet approval before it is voted on by the Rajya Sabha, the upper house of parliament. The law should override all provisions of Indian law that allow government officials immunity from prosecution for human rights violations. It should also ensure that adequate time is given for victims to be able to file complaints, and that all forms of inhuman and degrading treatment are brought under the purview of the law.

"The BSF, the police, and other members of the security forces operate with impunity throughout India," said Ganguly. "When will the government in Delhi wake up and act to end torture and other human rights abuses?"

I’m a student in Tennessee working on my Second Year of college, and I’m wondering that if I take the ACT again, after I’ve graduated High School, will the (hopefully) higher score have any effect on awards I can receive from the Lottery Scholarship program?
Or are all the awards based on what you can receive before graduating High school?

While the relevant statute is not entirely clear on this question, my reading of that statute suggests that only “entering freshmen” are eligible to apply for the HOPE Scholarship in Tennessee. If that’s a correct reading of the regulation, students would be precluded from qualifying retroactively.

I would strongly recommend that you clarify this with the financial aid office at your school. I’m sorry for the (apparent) disappointing news.
