Skills for the 21st century in Latin America and the Caribbean
From Cristian Aedo and Ian Walke
This report contributes important new findings on the dynamics of education systems and labor market outcomes in Latin America and the Caribbean (LAC). It analyzes important recent shifts in labor market trends in LAC as first decade of the 21st century has witnessed a marked decline in the earnings premia for those with university and secondary education. The authors recommend that, having achieved increases in secondary and tertiary enrollment, the region should now focus on improving the quality of its education systems and the pertinence of education curricula to match the needs of the labor market.

Learning Outcomes in Thailand: What Can We Learn from International Assessments?
This study supports policy dialogue on improving accountability mechanisms for publically funded private schools in Thailand. The findings during this study reveal that public schools outperform private schools even though private schools receive public funding. The implication is that the accountability mechanism for private schools that receive public funding needs to be improved in order to ensure that private schools are providing high quality services.

Do School Feeding Programs Help Children?
From Evidence to Policy Brief
Policymakers and development organizations have embraced school feeding programs as a way to help poor children get enough to eat while giving them an incentive to be in school. This evidence to policy note explores the cases of school-feeding programs in Burkina Faso, Laos and Uganda. It concludes that school feeding programs are only as good as the distribution systems that get the food to the village and then into the hands of students.

Impact Evaluation of Private Sector Participation in Education

The global outlook has moved from Education for All to Learning for All. In order to improve educational outcomes, governments are looking for innovations from both within and beyond the state sector. This paper outlines the need for greater investment into impact evaluation. It aims to raise the awareness of impact evaluation amongst policymakers and other key stakeholders, especially parents.

More and Better Jobs in South Asia
From Reema Nayar, Pablo Gottret, Pradeep Mitra, Gordon Betcherman, Yue Man Lee, Indhira Santos, Mahesh Dahal, and Maheshwor Shrestha
This study investigates how more and better jobs can be created in South Asia. It does so for two reasons. First, this region will add nearly 40 percent to the growth of the world's working age (15-64) population over the next several decades. It is important to ask what needs to be done to absorb them into employment at rising levels of labor productivity. Second, creating more productive jobs is the most reliable route out of poverty for a region that is home to more than 40 percent of the world's absolute poor.

MASUM's journey - January 2012

Banglar Manabadhikar Surtakksha Mancha (MASUM) conducted 8 fact findings during the month of January 2012 and made requisite complaints before the relevant authorities and institutions. Out of these fact findings, 4 incidents are of severe police torture, while in all these incidents, respective police personnel violated procedures and domestic as well as international legalities. One incident is related to torture by Border Security Force; one is related to utter medical negligence, in which the health officials connived with local police to shield the errant, one is related to an incident where a person from tribal community has regularly been threatened by a section of non- tribal persons from his locality, who wants to uproot him from his house, the police were in acquiescence with the culprits, not paid any heed to his grievances and not registered his complaint as an First Information Report for a long. Another incident was related to trafficking of women, a problem took epidemic proportion in Indo- Bangladesh bordering areas. As usual local police not took any adequate measure to apprehend the miscreants.

MASUM observed grave procedural violations regarding arrests and detentions in West Midnapur district. Security force and police are shamelessly justifying their illegal acts on the pretext of curbing 'Maoist' menace in the district. In this regard we made complaints to National Human rights Commission and higher ups of administration including police administration. The victims belong to socio- economically marginalized section of the society. All these incidents of illegal arrests and detention in West Midnapur from a single police station area of Jhargram again prove the intensity of this malice.

In Murshidabad, where the human rights parameters are usually low, experienced another incident of savage police torture upon a woman from minority community. The shameful incident occurred in Hariharpara police station area in Murshidabad district. The victim was physically tortured, sexually assaulted and verbally abused. The police personnel of the said police station came to victim's house to arrest her husband and as he was not there, unleashed a reign of terror upon the hapless woman. The medical negligence incident also took place in the same district, the connivance between police and errant health officials exposed when police changed the original complaint of the victim and replaced the same with a fake and doctored complaint.

We have also uploaded a video in social site, depicting inhumane and merciless torture upon a Bangladeshi citizen by the posted BSF personnel at bordering area of Murshidabad, depicting ruthlessness of bordering guards with no obedience toward the law and set procedures. The video created a major uproar among the human rights fraternity and media.

MASUM also documented important media reports related to human rights abuses published in regional as well as national and international media. In this course we have documented 16 incidents of torture from West Bengal and 5 from rest of the country and 2 incidents of torture perpetrated by the BSF personnel in West Bengal. An incident of death of an inmate at Baharampur Correctional Home took place and documented. We have also documented 9 media reports on encounter killings. Majority of these reports are related to direction given by the apex court on encounters taken place after Godhra massacre in Gujrat. The Supreme Court of India directed the Central Bureau of Investigation to investigate all such incidents. Other reports in this head are related to media statements made by the political leaders on 'Batala House' encounter on the eve of Uttar Pradesh assembly election. 36 cases of violence against women have been recorded for the month in which 9 incidents murder and in 4 rapes have been committed. 19 reports on starvation have been documented, in which majority are related to suicides committed by the indebted farmers in West Bengal. 10 incidents of trafficking of women have been recorded for the past month. 16 incidents of child right violations are documented from West Bengal for the timeline. Another major happening of present West Bengal is political violence and in this category 42 have been recorded. An incident of lynching took place during January 2012, in which a person was killed by irate mob.

ADDIS ABABA - Africa is too dependent on external resources,
especially for the AIDS response and this must change, the Executive
Director of UNAIDS, Michel Sidibé, told the continent's leaders at the
AU summit at Addis Ababa.

"This is a source of great risk and potential instability. The status
quo cannot be sustained - it is time for a new development paradigm
that is developed and owned by the leaders of Africa," he said.

A press release by the New Partnership for Africa's Development
(Nepad) secretariat in Accra on Sunday says Sidibe asked African
governments to take on a greater share of Aids investments in their
countries, since financing a sustainable response to the HIV epidemic
in Africa requires home-grown and innovative solutions.

This comes after a report in November 2011, by UNAIDS, charged with
the international campaign against HIV and Aids, indicated that new
infections were declining sharply[/LINK] as a result of a better anti-
retroviral therapy coverage with the most dramatic increases in anti-
retroviral therapy coverage occurring in sub-Saharan Africa.

The report revealed that the decreasing infection rates were due to
changes in sexual behaviour, increased condom use and people waiting
longer before becoming sexually active with 47 percent HIV+ people now
receiving treatment out of 14.2 million eligible people in low and
middle income countries, but Sidibé maintained that it was high time
Africa took control of the HIV/AIDS situation

Scaling up

An estimated two-thirds of Aids expenditure in Africa comes from
international funding, according to a new UNAIDS study titled "Aids
dependency crisis: sourcing African solutions," which reveals that a
vast majority of life-saving antiretroviral medicines consumed in
Africa were imported from generic manufacturers.

But experts say that whilst the cost of HIV drug regimens have
declined significantly in recent years, they remained high and
unsustainable, and prices must be further reduced to reach all people
eligible for treatment.

Nonetheless, Africa will require between US$11 and US$12 billion for
its Aids response by 2015 and US$3 and US$4 billion more than the
current expenditure, UNAIDS estimates show.

And to attain its zero infection, zero discrimination and zero Aids-
related deaths strategy UNAIDS said in last year's report that it
needed "a scaling up of funding to US$22 - 24 billion in 2015".
However, only US$15 billion was available for the Aids response in low
and middle income countries during the latter half of last year.

Generating revenue

Nepad has suggested that revenue generating sources should include
taxing alcohol and tobacco consumption or the use of mobile
telephones. African leaders could also explore the wider use of "soft
loans" from the African Development Bank.

Having a single African Medicines Regulatory Agency could also
expedite the rollout of quality assured HIV drugs, as well as the
development of centres of excellence in Africa to catalyse the local
production of high-quality HIV medicines and build Africa's knowledge-
based economy.

Africa accounted for 70 percent of the world's new infections in 2010
registering about 1.2 million HIV/AIDS related deaths despite the
sharp decline in HIV infection levels.

New Delhi: India is the most dangerous place in the world for a baby
girl.

The United Nations Department of Economic and Social Affairs (UN-DESA)
has revealed that an Indian girl child aged 1-5 years is 75 percent
more likely to die than an Indian boy child, making it the worst
gender differential in child mortality for any country in the world.
As per the data, infant (0-1 years) and child (1-5 years) mortality is
declining in India and across the globe, although not at a fast pace
as was hoped in India. At the same time, the rest of the world is
experiencing a faster fall in female infant and child mortality in
comparison to male child mortality.

This is on account of well established biological factors which make
girls better survivors of early infancy given equal access to
resources. But, sadly world's two most populous countries, China and
India resist this trend.

The survey conducted in 150 countries over 40 years shows that India
and China are the only two countries in the world where female infant
mortality is higher than male infant mortality in the 2000s.

Girls are widely regarded as a burden to Indian families who fear the
high costs of their weddings and resent spending money on their
education only for them later to leave the home to marry.

Many women abort pregnancies when they believe they will deliver a
girl, often under pressure from their husbands or in-laws who favour
boys.

The number is 122 male infant deaths for every 100 female infant
deaths in the developing world as a whole. In the neighboring
countries like Sri Lanka the number is 125 and 120 in Pakistan.

Prison Officials Ill-Prepared to Run Geriatric Facilities

The most rapidly growing group of people in US prisons are men and women older than 55. Elderly prisoners often cannot readily climb stairs, haul themselves to the top bunk, or walk long distances to dining halls. They are more likely to suffer from incontinence, dementia, or chronic – and sometimes terminal – illnesses, and to need special treatment.

Yet prison officials are hard-pressed to address the mounting needs of these prisoners or provide them with appropriate housing, a new report says.

Human Rights Watch found that the number of prisoners age 65 or older grew at an astonishing 94 times the rate of the overall prison population between 2007 and 2010. Long sentences mean that many current prisoners will not leave prison until they become extremely old, if at all.

But older prisoners incur medical costs that are three to nine times as high as those for younger prisoners. Most prison officials are not prepared to handle this vulnerable population, as they grapple with strained budgets, prison architecture not designed for common age-related disabilities, limited medical facilities, and lack of support from elected officials. The result is a situation where human rights violations become all the more difficult to avoid.

Thirty-five Ethiopian Christians had gathered to pray during the advent of Christmas, in the home of one of the Ethiopians, when police burst in and arrested them.

The men and women remain in prison and have been told they will be deported, including those with valid residency papers.

Of those arrested, 29 were women. When they were jailed, the women were forced to strip and were subjected to a body cavity search. Officers kicked and beat the men in prison, and insulted them as "unbelievers."

The Ethiopians, speaking via telephone from prison, said that about 10 days after being arrested, some in the group were taken to court, where they were forced to affix their fingerprints to a document without being allowed to read it. Officials told the group that they were being charged with "illicit mingling" between unmarried people of the opposite sex.

In October, Saudi Arabia, together with Austria and Spain, founded the King Abdullah Bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue, located in Vienna.

The Saudi government should start interreligious dialogue by ensuring toleration of freedom of all religions at home.

I know federal grants and ad would be taken away. But would most scholarships such as the Tennessee Hope Scholarship, Departmental Scholarships at the college, or academic scholarships (that have nothing to do with your financial status) be able to be taken away?

You don’t automatically lose federal aid just because you got married. Your aid would be calculated differently based on your and your spouse’s income and assets. Non need based scholarships would not change unless they are specifically targeted towards unmarried students….and I think that would be illegal discrimination.

TN Hope scholarships and all academic scholarships that I know of are not taken away based on marital status. Federal aid is based on need and married people can still receive if they show need.

Scholarships are in the power of the grant givers. Check their requirements. Most scholarships have nothing to do with marriage, because it is applied only to school purposes: fees, books, etc.

LONDON (TrustLaw) – A widespread belief that major sporting events
fuel sex trafficking is unsubstantiated and has a negative impact on
groups that campaigners purport to protect, undermining anti-
trafficking objectives, a new study has said.

Activists against sex work say large groups of men attending the
Olympics, FIFA World Cup and U.S. Super Bowl competitions create a
high demand for sex work and that this causes large numbers of women
to be trafficked, the report produced by the Global Alliance Against
Traffic in Women (GAATW) said.

Yet there is no correlation between those beliefs and the actual
number of trafficking cases found, the report titled "What's the Cost
of a Rumour?" said, citing such examples as the 2010 FIFA World Cup in
South Africa, the 2004 Olympics in Greece and several Super Bowl
competitions.

"Despite increased scrutiny by the media, political figures and law
enforcement, there is no evidence that large sporting events cause an
increase in trafficking for prostitution," Julie Ham, the author of
the study, said at a panel discussion at the London School of Hygiene
& Tropical Medicine (LSHTM).

GAATW reviewed literature from United Nations (U.N.) agencies,
government offices, academic researchers, anti-trafficking
organisations, sex-workers rights organisations, non-governmental
organisations and the media.

The claim sex work will increase is perpetuated in part because it is
useful as a fundraising strategy, as a way to grab attention and be
seen to "do something" about trafficking, and as a more socially
acceptable guise for prostitution abolitionist agendas and anti-
immigration agendas, the report said.

Anti-trafficking campaigns that are based on unproven claims can
ultimately undermine anti-trafficking objectives, the report said.

Such claims can cause damage by resulting in increased criminal
penalties and human rights violations against sex workers, by
misrepresenting people and issues, through city "clean-up" efforts
displacing sex workers and other marginalised groups, it said.

These anti-trafficking campaigns can also be damaging as controls on
women's movements, intended to stop trafficking, can actually lead to
increased trafficking, the report added.

At least 12.3 million people around the world are trapped in forced
labour, which can include debt bondage, modern slavery, trafficking
and women and girls being forced into prostitution, according to the
International Labour Organization (ILO), a U.N. agency.

PREDICTIONS FAIL TO MATERIALISE

Before the 2010 World Cup, the South Africa Central Drug Authority
(CDA) predicted that 40,000 extra trafficked sex-workers would be
imported for the event, according to the study, but the South Africa
Department of Justice and Constitutional Development said afterwards
that there were no cases of sex trafficking during the event,
according to GAATW.

A recent study undertaken by the United Nations Population Fund
(UNFPA) and the Sex Work Education and Advocacy Taskforce (SWEAT) to
monitor supply and demand of female sex work around the time of the
2010 World Cup found that sex-worker demographics did not change
significantly.

"Demand and supply of sex work remained constant across the World Cup
period," said the report titled "Maybe it will be better once this
World Cup has passed."

"Our data also does not support fears about an increase of children or
foreign migrant sex workers into the sex industry during the World Cup
period," it said.

Ahead of the Super Bowls in Dallas, Texas (2011), Tampa, Florida
(2009) and Phoenix, Arizona (2008) claims were made in the U.S. media
that up to 100,000 sex workers would be trafficked, but there was no
evidence presented afterwards to substantiate those claims, according
to the GAATW study.

However, some cases were reported. A task force led by the Texas
Attorney General's office reported 133 prostitution-related arrests
before the Super Bowl in Dallas, through which one trafficking victim
led authorities to her trafficker, who was later arrested and charged,
according to the attorney general's office.

2012 OLYMPICS AND SUPER BOWL CAMPAIGNS

The state of Indiana has passed new human trafficking legislation,
signed by Governor Mitch Daniels into law on Monday, ahead of the 2012
Super Bowl game in Indianapolis on Sunday, due to concerns that large
sporting events "tend to be magnets for criminal rings promoting
prostitution".

The legislation updates and strengthens an existing law against human
trafficking, Abigail Kuzma, Indiana's deputy attorney general and
director of consumer protection told TrustLaw, adding that there has
been at least one Super Bowl-related prostitution arrest so far.

"Unfortunately, we know from prosecutors across the country that there
is an uptick in demand for commercial sex during these kinds of
events," Kuzma added. "I think it has a lot to do with the fact that
unfortunately it's tolerated in our society. Unfortunately, for men
who are looking for a party – certain men consider commercial sex to
be a part of that."

Kuzma praised the work of the Coalition for Corporate Responsibility
for Indiana and Michigan (CCRIM), whose Interfaith Center on Corporate
Responsibility (ICCR) members are running an awareness campaign about
the risks of child sex trafficking ahead of the Super Bowl.

The campaign is a continuation of one that began with the 2010 World
Cup, according to ICCR, which has put together a working group to
expand its operations against sex and labour trafficking to London
ahead of the 2012 Olympics.

"We see this as a global problem that needs to be addressed
collectively," said David Schilling, ICCR director of Human Rights and
Resources Programs. "Even if there were one or two victims during
these events, that's one or two too many."

But Joanna Busza, an expert in sexual and reproductive health at
LSHTM, said that as previous big sporting events had not seen a spike
in sex work-related offenses, there was "no reason to think the UK
will have a very different experience."

A Human Appeal

At least to a small section of the poorer class of our society a scientific modern treatment with a human touch for complicated apparently incurable diseases will no more be a distant dream with the advent of Sramajibi Hospital at Village- Barobelu, Panchayet – Pearaipur, P.S. – Serampur, District – Hooghly. This extension of Belur Sramajibi Hospital – a well built construction comprising of 33000 sq. ft. as the first phase - was inaugurated on 26 January, 2012 amidst spontaneous participation of people from all walks and from all over the state with the promise of offering most affordable modern health care service, even at free of cost – if necessary. Our objective is to start there the indoor operations from 1st April, 2012. The OPD (Out Patient Department) is already in full flow from 11 May, 2010.

The exemplary history of Sramajibi Hospital is replete with people's initiative at every step. Obstacles, or, hindrance of any form was never a deterrent in any way in our strives of long pursued objective of offering helping hands to the suffering millions. Our faith in humanity is the real motivating force which has never let us down in a genuine crisis - anytime and everytime.

Today again we are in dire needs of people's unstinted generous help, perhaps more than ever- since the aims are much higher this time. In order to fully equip the hospital with latest equipments in order to extend the benefits of advanced science and technology even to the poorest of poors – perhaps for the first time in our beloved state - we want to appeal to the broad, social human beings and social organizations. Our basic immediate needs are (1) a C T Scanner; (2) A modern Cath Lab - the approximate cost of which is around 3.50 crore of Rupees.

The Supreme Court on Thursday complimented "enlightened citizens and
NGOs" for doggedly pursuing the exposing the 2G spectrum allocation
scandal.

"But for the vigilance of some enlightened citizens and NGOs...,
unsuspecting citizens and the nation would never have known how scarce
natural resource (airwaves) spared by the army has been grabbed by
those who enjoy money power and who have been able to manipulate the
system," judges G.S. Singhvi and A.K. Ganguly said.

The judges did not name anyone. The 2G scam petitioners include Janata
Party president Subramanian Swamy and lawyer Prashant Bhushan, who
appeared for the Centre for Public Interest Litigation (CPIL).

They sought the cancellation of 2G licences granted during A. Raja's
tenure and the setting up of an expert committee to undertake day-to-
day supervision of investigation by the CBI.

The apex court Thursday quashed all 122 licences for mobile phone
services issued in 2008.
